Description of Problem or Opportunity (Provide detailed and clear information): In preparing for NG9-1-1 technology as well as planning for routine replacement of PSAP premise equipment that is reaching the end of its service life, 9-1-1 administrators need to develop well-written Request for Proposals (RFPs) that clearly define requirements and expectations for any proposed systems. The RFP process for both the prospective client and vendor(s) can be lengthy and fraught with numerous challenges when an RFP document does not clearly state minimum baseline functionality, optional features, testing processes and delivery requirements. 9-1-1 administrators struggle with developing a document that is a balance of what is functionally needed for new systems and the required purchasing legalese of their governmental entities. As PSAPs continually experience increased budget constraints, every purchase must be one that can meet their needs for several years. It is vital that NENA provide guidance in RFP document development to ensure that PSAPs can successfully select viable system solutions that meet their long-term equipment needs.

Information for PSAPs regarding the essential elements and best practices of RFP documents as well as a sample boiler plate template to assist with a PSAP’s project initiation.
