14MEMBERS’ REPORTS

RESOLVED:

There were no Members’ Reports this month.

15ALLOTMENT GARDENS

That the Clerk’s Report be accepted. Councillor Dodd would speak to the tenants of plots 7 and 27B and the Clerk would speak to the tenant of plot 30.

16BUDGET MONITORING & ACCOUNTS

RESOLVED:

That the report, and addendum report, of the Clerk be accepted.

1.Payment of Cheques

That authority be given for payment of the cheques listed on the Clerk’s report and the addendum report.

2.Budget Monitoring, Accounts & Budgets

That the report of the Clerk for Period 1, including the balancesand budget for 2014/2015 be accepted.

3.Financial Assistance

That the report, and addendum report, of the Clerk be accepted. It was noted that several letters of thanks had been received. It was agreed to donate £100 to the Ogwr Talking Newspaper and £150 to Coety Primary School’s community project. In addition, Councillor Davies offered to help the project, and the Clerk was asked to write a short letter of support for the project.

The discussion on the National Guideline on Financial Assistance did not take place, and was deferred to the July meeting.

4.Annual Audit

That the addendum report of the Clerk be accepted. Councillor Young thanked the Clerk and Assistant Clerk for their work in preparing the paperwork for the internal audit, which Ridgewood Associates had said were of a high standard.

17DEVELOPMENT CONTROL & PLANNING

RESOLVED:

That the Clerk’s Report be accepted.

1.Applications/Decision Notices Received:

No applications were received this month, and the decision notices were noted.

18ENVIRONMENT

RESOLVED:

That the Clerk’s report, and addendum report, be accepted.

1.Hanging Baskets

The landscaper’s advice and the Clerk’s actions were noted.

2.Flower Bed Coity Road

It was agreed that the flower bed would go ahead at the prices quoted on the addendum report, and this would include summer and winter planting, as well as watering and maintenance throughout the year.

3.Website

Apologies for the incorrect numbering here. The website’s progress was noted. It would be available to view with the hope of approval to go live at the September meeting.

3.Footpaths

It was agreed to tidy up and clear footpaths 46/12a, 12 and 52a. 52a is the path along the prison wall from Autofix garage. The Clerk was asked to investigate whether it was possible to uncover the orginal path which was made of tarmac.

I addition, the Clerk’s action regarding the urgent clearing of the nettles at the cattle grid leading to footpath 35 was noted.

4.Coity Noticeboard

Following a discussion regarding the noticeboard, and the Clerk’s photo of the overload of posters inside the current noticeboard, it was decided that the Clerk would ask publicans, Mr and Mrs Wright, if we could explore the possibility of erecting a new noticeboard in the vicinity of the pub. If this was agreed, then the existing noticeboard would be handed over to the Village Association, who already own 50% of it, for their use.

Note: A request has been received from Coity Village Association for the Community Council to provide a skip for Coity Village Fete on 5th July 2014. This was agreed, as it has been normal practice in the past, and the Clerk was asked to organise it.

5.Litter Parc Derwen

That the report, and addendum report of the Clerk be accepted.

19WELLBEING

RESOLVED:

That the report, and addendum report, of the Clerk be accepted.

1.Sign at the Playing Field Behind Coity Church

The Clerk was asked to amend the ordered sign to include a line about clearing up after your dog as it’s a children’s play area.

2.Diversion of Footpath 17 at Parc Derwen

Following a decision it was decided that the stone wall of the stile should remain, but that the metal bars should be removed. Therefore there would not be a need to loop the path or install an A frame, the path could remain where it is, leading up to the stile, and end there.

3.War Memorial

That the report of the Clerk be accepted, and it was noted that the War Memorial has now been cleaned and cleared. The wall around the memorial does need some pointing, but as it is part of the main wall of the church, around the church hall, it was felt that the whole wall needed to be pointed, and that this was not the Community Council’s responsibility, so at this time no further action would be taken.

4.Community Council Additional Agenda Item

That the additional item detailed on the addendum report, would be deferred to the July meeting for discussion.

20GOVERNMENT & OUTSIDE BODIES

RESOLVED:

That the reportof the Clerk be accepted.

1.Forwarded via E-mail this Month

That the report, and addendum report, of the Clerk be accepted. It was agreed that the Access to Community and Town Councils communication would be discussed at the July meeting, the deadline for response being 4th August 2014.

2.Crime Statistics

That the Clerk’s report and the statistics for April 2014 be accepted.

3.One Voice Wales

That the report, and addendum report,of the Clerk be accepted.

21HIGHWAYS & TRANSPORTATION

RESOLVED:

That the Clerk’s Report be accepted.

1.Bus Shelter Litchard Cross

That the action of the Clerk be noted. Councillor Young said he would join the scheduled site meeting.

22INVITATIONS, NOTICES & PUBLICATIONS

RESOLVED:

That the invitations, notices and publications listed in theClerk’s Reports be accepted.

As the Walk for Life Gala Dinner is the same night as the next Community Council

meeting, it was decided to decline the offer of complimentary tickets.

23EXCLUSION OF PUBLIC

RESOLVED:

That the public be excluded from the remainder of the meeting under the provisions of

The Public Bodies (Admission to Meetings) Act 1960, because it would not be in the public interest to discuss the information contained within the following items of business.

24 SALARIES, EXPENSES AND ASSOCIATED PAYMENTS

RESOLVED:

That the report of the Assistant Clerk be noted and accepted, and the Maysalaries and associated payments to the Clerk & RFO, and Assistant Clerk & FO, be agreed and authorised.
