TENDER NOTICE
1.Sealed tenders are hereby invited on behalf of the President of India from Registered Contractors of Assam Rifles and those who are engaged in business of running of Tailoring Contracts for running of Tailoringshop in respect of 41 Assam Rifles with effect from 01 Apr 2017 for a period of 02 (two) years. Tenders must be submitted under super scribed as “QUOTATIONS FOR RUNNING OF TAILORING SHOP”, addressed to the Commandant, 41 Assam Rifles PIN-932041, C/O 99 APO. When a tender is sent by post, a second cover must enclose the inner cover containing the tender. The outer cover will not bear any indication of contents. The tenders will be received at Headquarters 41 Assam Rifles by 1130h on 21 Feb 2017 and will be opened on the same date at 1200 hours in presence of attending tenderers.
2.Rates so quoted by the Tenderers for Tailoring Shop will be considered for determining the highest bidder.
3.Tender fee amounting Rs.100/- (Rupees one hundred only) must be deposited by Tenderers in State Bank of India under the Head 2055-Police (Central) Assam Rifles – Tender fee Miscellaneous to be attested by any official of the DGAR/IGAR/Sect HQs/Units on the body of the challan and a copy of the challan should accompany the letter asking for tender form. Payment of Tender Fee in any other form shall not be accepted.
4.The rebate offered by the tenderers will be indicated both in figure and words. Rebate less than Rs.5,000/- (Rupees five thousand only) per month will not be accepted.
5.All the tenderers must submit the tender as under without which tender may be rejected/accepted at the discretion of the competent authority as the case may be :-
(a)Tender Fee through Challan Form.
(b)Earnest Money from commercial Bank preferably Nationalised Bank.
(c)Tender Notice Form duly signed by the tenderer on all pages and affixed with the firm’s stamp and date.
(d)Registration Certificate issued by Q Branch, HQ DGAR. (Performance Certificate of last year in respect of existing contractor of this unit).
(e)Photo copy of PAN card duly attested by a Gazetted Officer.
(f)Financial stability certificate from any Nationalized Bank mentioning the approximate value upto which the tenderer is capable of under taking the works.

(g)A power of attorney in favour of signatory or signatories of the tender is signed by a person or persons other than the actual tenderer or on behalf of firm/company and his/her/their signature(s) attested by Class-I Magistrate.
(h)Other relevant documents which the firm wishes to submit.
(j)Valid Trading Licence in English/Hindi for the state/district/area for which tender is submitted, valid for the financial year/period of the contract.
(k)A passport size photograph of the signatory of the tenderer shall be pasted and will be attested by Gazetted Officer.
(l)Income Tax/Sales Tax clearance certificate.
(m)Non involvement in any Police/criminal cases, certificate from Police Station.
(n)Any previous record of black listed case/failure in supply and so on.
(o)Any cutting/amendments must be authenticated by affixing signatures in full by the tenderers else the same will be termed as invalid. No alteration and modification of rates will be allowed once the tender is submitted.
(p)Tenderers should quote the rates rebate both in words and figures in the tender form/letter head pad. In case of variation where in words or figures, quoted rate on words will be considered as valid.
Note: In the event of submission of photocopy for any of the documents, the same should be countersigned/attested by a class-I Gazetted Officer.
6.The rates of Tailoring charge will be fixed from time to time by a board of Officers detailed by this unit.
7.Rent for accommodation charges will be paid by the contractor per month as fixed by the board of Officers. No addition or alteration shall be made to such accommodation.
8.The contractor shall bear cost of water and electricity charges in respect of the accommodation provided by this unit for every month as per meter reading latest by 10th of the succeeding months. The electricity meter would be installed by the contractor duly verified by Nagaland State Electricity Department.
9.The Contract allotted to the contractor will remain in force for two years from the date of execution of the contract. However, the contract may be cancelled/terminated any time by the competent authority without assigning any reasons.
10.The approved tenderer/appointed contractor shall not be allowed to run his business through power of attorney and/or any authorised vendor.

11.Submission of more than one tender quoting different rates by one and the same tenderer or firm against a particular tender call will disqualify a tenderer for appointment as contractor and all the tenders of such shall automatically be rejected.
12.All tenderes must furnish earnest money amounting to Rs.4500/- (Rupees four thousand five only) duly pledged in favour of the Commandant, 41 Assam Rifles in any of the following forms:-
(a)Postal Saving Accounts
(b)Fixed Deposit Receipt from any recognized/scheduled bank
13.On finalization of contract the successful tenderer will be issued a formal letter of acceptance on production of security money amounting to Rs.30,000/- (Rupees thirty thousand only) pledged in favour of Commandant, 41 Assam Rifles in any of the following forms:-
(a)Postal Saving account.
(b)Deposit at call receipt/fixed deposit receipt from any nationalized bank.
14.The earnest money of the successful tenderer will be refunded as soon as the Security money is furnished unless the tenderer applied for conversion of the same as part of the security money. The earnest money of the unsuccessful tenderers will be refunded on finalization of contract.
15.Unless otherwise forfeited under the terms of the contract the security money or part of it as the case may be will be refunded to the contractor on termination of the contract.
16.If a contractor wilfully neglects or fails to perform or observe any condition of the agreement or attempt to cheat or indulge in any unfair practice with the motive of making undue gains, the contractor shall make itself liable for any of the following actions as decided by the Directorate General Assam Rifles.
(a)Forfeiture of security deposit in whole or in part.
(b)Cancellation of agreement.
(c)Debarment from entering into any such contract with Assam Rifles for period of 3 (three) years.
17.Successful tenderers shall be required to enter into contract/agreement for a period of 02 (two) years prior to occupation of the Shop. The cost of registration of the agreement shall be borne by the contractor.
18.Successful contractor shall be bound to move with the unit whenever and wherever it moves. All cost relating to such make shall be borne by the contractor.
19.The HQ DGAR/41 Assam Rifles reserves the right to accept/reject any tender without assigning any reason thereof.

20.All disputes arising prior signing of contract, the Kohima Court shall have necessary jurisdiction. After the signing of the contract, disputes if any shall be resolved in accordance with the terms and conditions, agreed upon by both the parties.
21.Any further information required may be obtained by the tenderer from the Office of the undersigned or HQ DGAR during Office hours on any working days.
