3. Project Purpose – Problem: (problem being addressed)
The problem being addressed is the need for a comprehensive management plan for the Compton Creek Watershed. Compton Creek is the first major tributary above the Los Angeles River estuary. It is an impaired sub-watershed of the LA River and lies primarily in the cities of Compton, Lynwood, South Gate, and the Watts and south-central areas of the City of Los Angeles. It also includes portions of the City of Long Beach (North Long Beach area), Carson, Huntington Park, and the unincorporated communities of East Rancho Dominguez, Rosewood, Willowbrook, Athens, Florence, and Walnut Park within Los Angeles County. Compton Creek has been largely ignored in water quality improvement efforts to date in the Los Angeles Basin. It is a highly urbanized area with little remaining natural areas, a low number of recreational parks, and major corridors of industrial manufacturing facilities. The beneficial uses of Compton Creek are degraded, and it is listed on the state’s 303(d) list for the following constituents: elevated pH, lead, copper, and coliform bacteria. It is also a major contributor of trash loadings in the lower LA River. Because the watershed covers a flat, low-lying area that formerly was a marshland draining to Los Angeles Harbor, there is significant wetlands habitat in need of restoration. Beneficial uses that have been assigned to Compton Creek (1994 Basin Plan) are: municipal and domestic water supply, ground water recharge, water contact and non-contact water recreation, warm freshwater habitat, and wetland habitat.

a. Short-term Goals: Develop the Compton Creek Watershed Management Plan with stakeholder involvement.
b. Long-term Goals: The restoration and on-going maintenance of the Compton Creek Watershed. Protect and enhance
the environment and beneficial uses of the Compton Creek Watershed. Support implementation of the comprehensive
Watershed Management Plan (WMP), which will address current and potential problems and issues, potential solutions,
prioritization of projects, funding opportunities, restoration/enhancement measures, and monitoring programs within the
Compton Creek Watershed.
