SOLID WASTE MANAGEMENT DISTRICT BOARD AND THE CITIZENS ADVISORY COMMITTEE
Monday, September 14, 2015
The meeting of the Johnson County Solid Waste Management District Boardwas called to order byChairmanMark Myerson Monday,September 14, 2015 at 2:04 P.M. at the Johnson County Courthouse Annex Auditorium, 86 W. Court Street, Franklin, IN 46131
MEMBERS PRESENT: Commissioner Ron West,Commissioner Brian Baird,Councilman Loren Snyder, Mayor Mark Myers, Councilman Ron Hoffman.
MEMBERS ABSENT:Commissioner Kevin Walls,Councilman Brent Corey
OTHERS PRESENT: Lynn Gray, Kim Schafstall,Jessie Biggerman, Karla Coffey, Pat Sherman.
APPROVAL OF MINUTES: Motion was made by Ron Hoffmanto approve minutes fromJuly 13, 2015 meeting. Ron Westseconded the motion and minutes were approved as presented.
TREASURER’S REPORT: Pat Sherman
Approval of the check register datedJuly 11, 2015 thru September 11, 2015. Motion was made by Ron Hoffman to approve check registers, auto pay deductions, and claims. Motion was seconded by Ron Westand approved.
CAC Committee Report: Jessie Biggerman
The CAC did an amazing job at WAMM Fest. They are going to be mailing out a survey to the vendors. They will review the results and hand that information over to the Sertoma Club. The vendors did mention having a reusable cup, which will reduce the amount of waste.
DIRECTOR’S REPORT: Jessie Biggerman
The Environmental Committee is going to have two hearings this year. The Summer Study for Solid Waste Districts will be heard on October 14. Sen. Charbonneau will be meeting with the AISWMD September 13th to go over the Agenda ahead of time. Many of the districts have Commissioners that are writing letters in support of the Solid Waste Districts for the review.
WAMMFest had over 7, 0000 people attend. We collected 1.5 tons of recycling that day. We had the CAC, staff and the Boy Scouts to help in the collecting. The SertomaClub works with the Boy Scouts for all the waste collection. We had a very small amount of contamination. We want to include composting in the next couple of years as that is the last piece of the process to be a zero waste event.
There is now a bond requirement that includes the Solid Waste Districts. The Bill requires your Comptroller or Fiscal Officer to be bonded at $30,000. After speaking with State Board of Accounts they informed me the way the Bill is written if theFiscal Officer is the only one bonded then any incident that occurred with an employee would go against the Comptroller’s Bond. Therefore, Mr. John Auld recommends to Bond Mr. Sherman for $30,000 and the staff and Officers for $15,000. The ironic thing is the way we are set up Mr. Sherman can’t access the money, only the Board members on the account can access the money. Therefore, the Bond Mr. Auld suggests for the Officers and employees were a Blanket Position Schedule Bond with Faithful Performance ofDuty which allows for the Title to be bonded rather than the person. Jessie stated that we would then only have those titled from the board on the banks signature card. She also stated one titled membershould always be commissioners for ease of check signing because we do have a two signature check. Ms. Gray informed the board that she agreed with Mr. Auld recommendations. Motion was made to go ahead with the purchase of a bond for the Comptroller, Mr. Sherman in the amount of $30,000. Motions was made by Brian Baird and seconded by Ron West. Motion was made to go ahead with the purchase of the Blanket Position Schedule Bond with Faithful Performance of Duty for the Officers and the employees of the District in the amount of $15,000. Motion was made by Ron Hoffman and seconded by Brian Baird.
EDUCATION REPORT: Kim Schafstall
Kim informed the board that she is back in the schools and already has over 200 programs scheduled. She also informed the Board she has picked up a couple of new schools this year.
The 11th Annual Halloween Costume Swap is scheduled for October 5th at the Franklin Parks Center from 11 to 7. The idea behind the swap is to get a new to you costume. People will bring in their old costumes in exchange for a costume brought in by someone else.

Mr. Snyder informed the Board he will be leaving his position in the near future. He has had other opportunities come up in his life; however, he states he has enjoyed his time working with us.
