APPARENTLY BUSH WAS NOT FOCUSED ON AL QAEDA BECAUSE, ACCORDING TO BUSH’S SECRETARY OF TREASURY PAUL O’NEILL IN HIS BOOK THE PRICE OF LOYALTY, BUSH SOUGHT TO BUILD UP A CASE FOR INVADING IRAQ FROM THE DAY HE CAME INTO OFFICE.
