About the Role
This position is responsible for the project cycle management of ADI’s international development program in Papua New Guinea (PNG). This includes program management, strategic advice and guidance on country/thematic development issues.The role is responsible for the development and management of ADI’s portfolio of PNG programs, projects and activities and oversees the management of a team of in-country volunteer and paid staff including expatriates and PNG nationals. The position works collaboratively with ADI primary partners, the New Ireland Provincial Government and the Diocese of Kiunga-Daru health services, as well as other local, national and international health care providers.
The incumbent is required to undertake stakeholder engagement and responsibility of the development of project cycle documentation including, project design documentation, logical framework, monitoring and evaluation plans and reporting in relation to all programs.
KEY RESPONSIBILITIES
Strategic Program Development
- Implementation of current programactivity schedules and M+E plans
- Maintain annual Australian Government DFAT-ANCP Program Documentation
- Develop new and update existingADI project design documentation, including contribution to resource allocation for ADI projects in Papua New Guinea, in liaison with the Chief Executive Officer
Leadership and management
- Coordinate project implementation, working with ADI volunteer staff in country and partner staff;
- Provide regular supervision and guidance to ADI’s volunteer field staff in carrying out their assignments;
- Ensure all staff are well informed about ADI’s program and project goals, expected outputs and outcomes and donor requirements;
- Prepare and maintain project documents as required by ADI’s program management standards. This includes concept papers, project design documents, project agreements with partners, and other documentation as required that will meet donor standards;
- Maintain up to date situational assessment of the health systems and their performance in PNG provinces;
- Oversee maintenance of up to date briefing documents for volunteer doctors and health managers in liaison with in-country personnel;
- Monitor the performance of in-country staff;
- Manage program risk, keep the CEO and Program Committee informed about any developments that could impact ADI projects;
- Assist in sourcing medical/health education resources as required based on recommendations from in country staff and trainers;
- Assist in advocating with ADI partners and stakeholders for the maintenance and/or improvements in health service delivery in ADI programs in PNG.
Development of partnerships and networks
- Build strong relationships, engage and consult with Australian Government representatives, health sector experts and other institutions within the medical, health and Australian aid industries;
- Represent the organisation and participate in key health, aid and development sector stakeholder activities and at interagency forums in Australia and PNG as required and identified;
- Establish new relationships and partnerships with International, Australian and PNG organisations in the humanitarian, aid, health and development sectors;
- Undertake regular consultation, communications and reportingto ADI program partners, donors and stakeholders.
Monitoring and evaluation
- Oversee the implementation of ADI monitoring and evaluation frameworks for each project;
- Undertake project monitoring visits and draft relevant reports to ensure that the outcomes of such visits are agreed with the in-country team and the Program Committee and subsequently implemented;
- Ensure regular program reports are received from the volunteer doctors/health managers on assignment;
- Analyse data and reports from the in-country team and provide summary reports to ADI Program Committee, Board and partners;
- Ensure all program performance and financial summary reporting to partners, donors and stakeholders;
- Ensure compliance with Australian Government DFAT-ANCP performance reporting requirements.
Financial monitoring/management
- In liaison with Chief Executive Officer and Finance Manager, prepare annual budget;
- In liaison with Chief Executive Officerand Finance Manager, monitor annual budget expenditure; and assist with preparation of reports.
Administration
- Assist with recruitment of in-country volunteer and paid staff;
- Oversee volunteer briefing inductions and de-briefings;
- Maintain programs filing systems – digital and hard copy;
- Assist with procurement and supply of programs materials;
- Produce and coordinate communications materials from the in-country team and provide information for website, social media platforms and annual reports on request from the Chief Executive Officer;
- Produce communications materials which provide the general public with a better understanding and knowledge of the impact of ADI’s work.

KEY SELECTION CRITERIA
REQUIRED EXPERIENCE: /
- Demonstrated understanding of the underlying causes of poverty and health determinants in developing countries (experience in PNG highly desirable)
- Demonstrated understanding of complex development issues with at least 5 years’ experience managing projects in a developing country
- A clear appreciation of development theory, the role of medical development and some experience of the Australian Aid and Development program systems
- Demonstrated experience in all phases of theProject Management Cyclein the context of international development projects
- High level assessment, program development, evaluation and project proposal skills
- Experience in working collaboratively with partners
- Experience in supervising, mentoring and supporting others
- Awareness of and sensitivity to cross cultural issues
- Ability to respond to challenges and work effectively in a busy team environment with minimal supervision.
- Willingness to undertake travel to PNG on a regular basis

- Masters Degree or equivalent demonstrated experience in Public Health, Humanitarian Studies, International Development or similar discipline
