Centennial of the Mexican Army”

The Secretary of External Relations – Directorate of Technical and Scientific Cooperation – attentively recognizes the Embassy of the United States of America and references the diplomatic record number 0603 from February 20, 2013, regarding the request of the Pacific Marine Environmental Laboratory, which belongs to the National Oceanic and Atmospheric Administration (NOAA, its acronym in English), and of the Department of Commerce of the Unites States so that the NOAA vessel Fairweather may travel through Mexican waters. In said request it’s noted that the owners/leaders [?] of the research are doctors Simone R. Alin and Richard Feely, who are attempting to carry out the research project called: “Ocean Acidification in the Western Coast of North America in 2013”, between June 25th and July 3rd of 2013.

Regarding this, the Secretary has the pleasure of communicating to the Embassy that the relevant authorities of the Mexican government have approved the project, as long as it complies with the following conditions:

·  Those noted in the authorization no. EG0032013 from June 11, 2013 released by the Directorate of Geography and Environment of the National Institute of Statistics and Geography, attached to this note for greater precision.

·  They authorize the vessel to operate its hydrographical stations through the coastal stations and Harbor Masters in the country, as was established in: Articles 51 and 52. Appendices 15, 17 and 18, and Resolution 222 of the Regulation of Radio Communications of the International Telecommunication Union (ITU), as well as in the agreements and International Regulations that govern mobile maritime service, in accordance with the following characteristics:

Vessel: NOAA Fairweather. With the USA flag.

Place of operation: National waters of the Pacific Ocean, Baja California, Mexico.

Authorized period: Between June 25th and July 2nd, 2013.

Frequencies of operation: Frequency: 4207.5 – 25209.5 kHz, frequencies assignable to ship stations for the selective [?] named digital frequencies: 2182 kHz, 156.650 MHz (channel 13) communications between ship stations relative to navigation safety 156.800 MHz (channel 16), called, aid and safety [?]. Frequencies 1530-1544 MHz and 1626.5-1645.5 MHz, in accordance with Appendix 15 and Resolution 222 of the RR-2012.

Maximum emission power: 100 W in HF frequency

25 W in VHF frequency

·  Send 5 examples of the preliminary and final reports corresponding to their translation into Spanish [I do not know what the heck they’re saying here], copies of all the results and bases for data obtained with the CTD pencil [?], dissolved inorganic carbon, and physical-chemical parameters analyzed; like a detailed binnacle [?] of the expedition, including field and laboratory work, generated cartographic information, preferably in digital format, copies of the material generated, including videos, filming in VHS, DVD, CD and microfilm, printed photographs and digital photographs, etc., no later than 90 natural days after the end of the term of the granted permit, as well as scientific articles generated in the research that pertain to us

·  In case of the authorized project not being carried out in Mexican territory, please notify us immediately, as soon after the date of this diplomatic record as possible, sending the attached permit [?]

·  The national participants, Drs. Martin Hernández Ayon of the Autonomous University of Baja California and Ruben Lara Lara of the Center for Scientific Research and Higher Education at Ensenada, should present a detailed report of the activities carried out, such as scientific work, a course log (movement and stations), at most 90 natural days after the end of this permit

·  This authorization is valid from June 25th to August 30th, 2013

·  The researchers should hold strictly to the type of work that was requested for the area and vessel, and settled in the petition

·  Show the authorization to whatever authority requires it, which is non-transferable.

·  Report the start of your work at least three natural days in advance to the Directorate of Geography and Environment of the INEGI [National Institute of Statistics and Geography] by email at

In order for foreign scientists to comply with the current ruling concerning migratory documentation for realizing projects in Mexican territory, we should notify those interested that we have provided the relevant Mexican dependencies with this notification, and asked of the Mexican consular authorities to see fit to provide the ease with which to realize their migratory documentation conforming to the current normativity in the material [?] in the Mexican Consular Office stated below:

The Secretary would like the Embassy to indicate to the Pacific Marine Environmental Laboratory of the National Oceanic and Atmospheric Administration (NOAA), to the Department of Commerce of the United States, to Drs. Simone R. Alin and Richard Feely and to their collaborators, that they should comply with all of the noted points in this diplomatic record. In the case of one of these points arranged by the Mexican government not being complied with, you will be asked to immediately suspend your authorized work and all future applications submitted by the researchers or the Institution will be negated.

The Secretary of External Relations – the Mexican Agency of International Cooperation for Development and the Directorate of Technical and Scientific Cooperation – takes this opportunity to reiterate to the Embassy of the United States of America the certainty of their polite and distinguished consideration.
