Details of Service / Position 1 CHO 9
CHO 9 is divided in two areas: Dublin North City which has two local areas of Dublin North West and Dublin North Central and Dublin North. There is one Dietitian manager, Sheena Rafferty for Dublin North City and 0.5 Dietitian Manager Olivia Geraghty in Dublin North. Both services cover primary Care and Social Care (Older people and Disability) divisions.
The initial position is in St Marys Hospital Campus which is located in the Dublin North City area of CHO 9. St Mary’s Campus provides a service for older people in the long term setting. Rehabilitation units on campus provide care for patient groups such as post-stroke, step down care etc. There are currently two members of the team on site with further development potential in the Day Hospital setting in 2016 for which submissions have been made.
The St Marys Team is managed by the Community Dietitian Manager of Dublin North City (Sheena Rafferty) and is part of the wider Community Team in the area which currently has seven staff members. The catchment area for St Marys Campus is West Dublin. The community nutrition and dietetic service in Dublin North City proves a service to the local population of 336,000 people across 7 teams in primary care. The service spans both adults and paediatrics and there is a dietetic presence in every network.
The Dublin North Community nutrition and dietetic service in CHO 9 covers a population of 250,000 across 6 teams. There are 2.5 posts in place at present providing a service to primary care and older people. The service is similar to that in Dublin North City using the same clinical prioritisation system across CHO 9. There is a presence on some teams in Dublin North.
Development submissions for CHO 9 for Dietitians at Staff grade have been made for 2016 specifically in the area of primary care and social care.
Position 2 CHO 6
CHO Area 6 covers Dublin South East, Dublin South and Wicklow. The Nutrition and Dietetic Service in CHO 6 is delivered by a team of 11 Dietitians (9 posts). The main department is located between HSE offices in Bray and Dun Laoghaire with other locations across the area.
The team provide a nutrition and dietetic service in Primary Care and Older Persons Services and Health Promotion and Improvement programmes across the service area. This includes Healthy Food Made Easy which is a partnership with Southside Partnership (Dun Laoghaire/Rathdown) and with Co Wicklow Partnership. The Dietitian Manager also liaises with Disability and Mental Health Services in the area.
The service also provides dietetic services to HSE long stay residential units for older people in the area and to Day Centres attached to these units.
Reporting Relationship / The post holder will report to the Senior Dietitian / Dietitian Manager as appropriate.
Purpose of the Post / Position 1 CHO 9
The purpose of this post is to work with the Dietitian Manager in Primary Care Services and/or the Social Care Services to ensure the co-ordination, development and delivery of a quality, patient centred nutrition and dietetic service that is in keeping with best practice. This will involve the provision of dietetic care to patients in St Marys Campus and to provide nutritional expertise to staff on campus and in the wider setting.
Position 2 CHO 6
The purpose of this post is to work with the Dietitian Manager in Primary Care Services to ensure the co-ordination, development and delivery of a quality, patient centred nutrition and dietetic service that is in keeping with best practice. This will involve the provision of a dietetic service within a Primary Care Network in Dublin South (covering Loughlinstown, Ballybrack, Killiney and Dalkey).
Principal Duties and Responsibilities / Professional/Clinical Practice
The Dietitian (Staff Grade) will:
·  Assist in the ongoing functioning and organisation of the dietetic service within work remit.
·  Operate within relevant care plans (hospital/primary care) and provide a dietetic service that is evidence based, including specific objectives, strategies, and relevant evaluation.
·  Prioritise and manage a patient caseload according to the needs of the service.
·  Recognise the need for effective self management of workload, available time and resources.
·  Instigate the Malnutrition Universal Screening Tool (M.U.S.T.) and relevant other adapted screening tools or patient resources for patient groups as relevant.
·  Provide evidence-based nutrition training to health care professionals/colleagues as appropriate – in Primary Care and/or Residential Care.
·  Liaise with catering staff in development of menus and specialised therapeutic diets in accordance with National Hospital Policies as relevant.
·  Liaise and contribute effectively with multidisciplinary teams, staff colleagues and Dietitians in acute settings and in Primary Care including Residential Services as per all relevant issues.
·  Actively participate in multidisciplinary team meetings and case conferences.
·  Participate in research and in developing databases for relevant patient groups.
·  Know the limits of their practice and when to seek advice or refer to another health professional.
Education & Training
The Dietitian (Staff Grade) will:
·  Strive to maintain standards of practice and levels of clinical knowledge by participating in continuous professional development initiatives and attend relevant courses as appropriate.
·  Be a member of professional groups and participate in relevant forums pertaining to clinical nutrition and dietetics.
·  Produce and evaluate nutrition education materials for patients and multidisciplinary teams.
·  Engage in career and personal development.
·  Participate in clinical supervision, and mentoring.
·  Attend for regular appraisal sessions.
·  Actively participate in the staff grade rotations to new specialities within the department, as required.
·  Attend and present at journal club and clinical meetings within the department.
·  Engage in the education of colleagues, student dietitians and other health professionals.
Quality and Risk, Health and Safety Management
The Dietitian (Staff Grade) will:
·  Become familiar with and work in accordance with relevant HSE Policies, legislation and professional policies, guidelines and requirements to ensure safe practice and high standards of service delivery.
·  Work in a safe manner with due care and attention to the safety of self and others.
·  Maintain appropriate patient record details and statistics in accordance with hospital and departmental guidelines, HSE Metrix and Healthstats along with the Freedom of Information Act.
·  Be aware of risk management issues, identify risks and take appropriate action, report all adverse incidents and near misses.
·  Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
·  Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
Administrative
The Dietitian (Staff Grade) will:
·  Prepare patient progress reports, performance indicators or statistics as required.
·  Contribute to service planning and development in their area of assignment and has the ability to prepare and present relevant information that will aid operational and strategic planning for future service development.
·  Maintain appropriate records in accordance with legal and local requirements.
·  Make efficient use of developments in Information Technology.
·  Maintain professional standards with regard to patient and data confidentiality.
·  Keep up to date with organisational developments within the Irish Health Service.

Category A:
(i) Individuals who qualify on or after the 31st October 2014 must
a) Hold a qualification approved by the Dietitians Registration Board at CORU:
(i)  Bachelor of Science (Honours) in Human Nutrition and Dietetics from the University of Dublin and Diploma in Human Nutrition and Dietetics from the Dublin Institute of Technology.
or
(ii)  Diploma in Dietetics and Nutrition from the City of Dublin Vocational Education Committee awarded after 1976 and before 1987.
or
(iii)  Diploma in Dietetics from the City of Dublin Vocational Education Committee awarded after 1951 and before 1977.
or
(iv)  Bachelor of Science in Human Nutrition and Dietetics, Dublin Institute of Technology and the University of Dublin.
or
(v)  Bachelor in Science in Human Nutrition and Dietetics from the University of Dublin, and Graduate Diploma in Human Nutrition and Dietetics from the Dublin Institute of Technology.
or
b) Hold a comparable qualification recognised by the Dietitians Registration Board at CORU.
or
c) Submit proof to the HSE of their application for recognition of their qualifications from the Dietitians Registration Board at CORU by the date specified by the HSE.
and
d) Submit proof to the HSE of their application for registration on the Dietitians Register maintained by the Dietitians Registration Board at CORU before a contract of employment can be offered.
and
e) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.
OR
(ii) Individuals who qualified before the 31st October 2014 and have not engaged in the practice of the profession in the Republic of Ireland,
OR
(iii) Individuals who qualified before the 31st October 2014 and have been engaged in the practice of the profession for less than 2 years fulltime (or an aggregate of 2 years fulltime), in the Republic of Ireland between 31st October 2009 and 30th October 2014 must:

(iv) Individuals who do not meet Category A (i), (ii) or (iii) (above) or Category B (below) and who are deemed eligible by CORU for registration under Section 38 must:
a)  Hold a qualification approved by the Dietitians Registration Board at CORU:
(i)  Bachelor of Science (Honours) in Human Nutrition and Dietetics from the University of Dublin and Diploma in Human Nutrition and Dietetics from the Dublin Institute of Technology.
or
(ii)  Diploma in Dietetics and Nutrition from the City of Dublin Vocational Education Committee awarded after 1976 and before 1987.
or
(iii)  Diploma in Dietetics from the City of Dublin Vocational Education Committee awarded after 1951 and before 1977.
or
(iv)  Bachelor of Science in Human Nutrition and Dietetics, Dublin Institute of Technology and the University of Dublin.
or
(v)  Bachelor in Science in Human Nutrition and Dietetics from the University of Dublin, and Graduate Diploma in Human Nutrition and Dietetics from the Dublin Institute of Technology.
or
b) Hold a comparable qualification recognised by the Dietitians Registration Board at CORU.
or
c) Hold a qualification previously recognised by the Department of Health.[1]
or
d) Submit proof to the HSE of their application for recognition of their current qualifications from the Dietitians Registration Board at CORU by the date specified by the HSE.
and
e) Submit proof to the HSE of their application for registration on the Dietitians Register maintained by the Dietitians Registration Board at CORU before a contract of employment can be offered.
and
f) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.
Category B:
Individuals who qualified before the 31st October 2014 and have been engaged in the practice of the profession in the Republic of Ireland for a minimum of 2 years fulltime (or an aggregate of 2 years fulltime), between 31st October 2009 and 30th October 2014 must:
a)  Hold a qualification recognised by the Dietitians Registration Board at CORU:
(i) Bachelor of Science (Honours) in Human Nutrition and Dietetics from the University of Dublin and Diploma in Human Nutrition and Dietetics from the Dublin Institute of Technology.
or
(ii) Diploma in Dietetics and Nutrition from the City of Dublin Vocational Education Committee awarded after 1976 and before 1987.
or
(iii) Diploma in Dietetics from the City of Dublin Vocational Education Committee awarded after 1951 and before 1977.
or
b) Hold a qualification previously recognised by the Department of Health. 1
and
c) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office.
2.  Registration on the Dietitians register
Category A
Appointees who subsequently fail to achieve the necessary registration on the Dietitians Register maintained by the Dietitians Registration Board at CORU will not be able to continue in the role of a Dietitian beyond the 30th October 2016.
Category B
Appointees must have applied for registration with CORU by the 30th October 2016.
