DEVELOPMENT MANAGER

There is a vacancy for a Development Manager at the JHC. The key requirements and responsibilities of the position are as follows:

ROLE PURPOSE

To identify, plan and manage the development of new stock for the JHC

ROLE DELIVERABLES

Key Performance Areas / Activities
Strategic Management /
  • Provide input into the JHC strategy
  • Developing the development strategy
  • Ensure alignment of strategies with the overall JHC strategy
  • Developing implementation plans to facilitate achievement of the Development strategy

Policies, Procedures and Systems /
  • Review existing Development policies and procedures
  • Identify policy and procedure gaps
  • Manage the development and updating of required policies and procedures
  • Management the implementation of revised policies and procedures

New Stock Sourcing /
  • Reviewing stock available in the the target areas and identifying appropriate stock that meets the strategic development principles of the JHC
  • Sourcing stock through tenders, auctions, acquisitions or any other relevant means
  • Liaising with stakeholders with appropriate stock to identify and secure appropriate stock for the JHC

Project Preparation /
  • Conduct feasibility & viability studies that consider the financial, developmental and social aspects of the project and align with the key development strategic principles of the JHC
  • Identify and contribute to securing appropriate project finance from the funding facilities available
  • Prepare project proposals for presentation at board
  • Present feasible projects to board for board approval

Development Management /
  • Prepare project budgets and cash flows for approved projects
  • Draft Request for Proposal documents and distribute to potential tenderers
  • Evaluate tender proposals received in accordance with company policies
  • Make recommendations to appoint appropriate professional teams and service providers in line with company policies
  • Define scope of work for each member of the professional team
  • Monitor delivery against the scope of work for each member of the professional team
  • Quality assure all work undertaken in the construction process
  • Monitor progress against the agreed project plan
  • Monitor and control expenditure against the project budget
  • Claim penalties for non or late delivery
  • Report on development progress and financial performance of all development projects
  • Develop, plan and implement the training, commissioning and handover process to facilitate effective transfer of unit from Development to Property Management

Contract Management /
  • Draft Request for Proposal documents and distribute to potential tenderers
  • Evaluate tender proposals received
  • Appoint appropriate service providers
  • Draft contracts for service providers
  • Define the appropriate levels of service for each service provider
  • Monitor performance against these contracts
  • Report on service provider performance
  • Implement any penalties on the SLA’s as a result of non-performance of service providers
  • Hand over completed units to Property Management & Leasing Department

ROLE REQUIREMENTS

Qualifications and Experience

  • A minimum of a B Degree or equivalent in a relevant field including building science, civil engineering etc is required
  • A minimum of 8 years management experience in a construction environment is required.
  • Experience in managing large scale projects (R200m+) and a proven track record of successful execution
  • Experience in a housing construction is preferred
  • Working experience with the JBCC and NEC is preferred
  • Strong understanding of financial matrics – IRR, DCF, ROE
  • Advanced computer literacy.
