APPLICATION GUIDELINES

GENERAL INFORMATION

The Australian Consulate-General’s small grants scheme, known as the Direct Aid Program (DAP), is administered under the authority of the Consul-General in Bali. The primary objective of DAP is to promote sustainable community development initiatives that help communities boost their living standards in the provinces of Bali and West Nusa Tenggara. DAP has a special interest in projects that support the empowerment of women and girls.

Applicants should be aware that not all projects submitted to the Consulate-General can be supported as there are limited DAP funds available.

As a general rule, a DAP application should be for a specific project that needs an injection of funds to achieve its stated aim. DAP does not fund the on-going operating costs of a Yayasan. DAP is unable to assist the following activities:

- Micro financing/revolving fund programs

- Staff salaries, including honorariums or attendance fees

- Recurring running costs and administrative expenses

- Food, transport or consumption costs

- Conferences or training workshops

Once applications are received by the Consulate-General, they are vetted and checked for the following:

·  That the DAP application form is fully completed

·  That the contact details on the application form are contactable

·  That the project demonstrates sound planning and management

·  That the project can demonstrate a tangible outcome at its completion

Applications that meet all of the above requirements will be forwarded to the DAP Committee for consideration. The DAP Committee will then decide which projects will be recommended to the Consul-General for approval.

The applicants of all approved projects will be notified by mail and funds will be transferred to the relevant bank account. Approved applicants must provide the Consulate-General with a bank account under the community or organisation’s name. Personal bank accounts will not be accepted.

Applicants with unapproved projects will be advised in writing.

FUNDING

Funding proposals for each application are expected to be not more than IDR 150,000,000. Funding proposals above this limit will be considered on a case by case basis.

Conditions of funding:

DAP applications submitted should include:

§  A completed DAP application form

§  A project outline with clear and defined goals

§  Demonstration of the existence of community needs that need to be fulfilled

§  An outline of local community or agencies contributions

§  A detailed budget

§  A map detailing where the proposed project is located (if applicable)

§  A building diagram or plan (for projects which involve building or construction)

Projects approved are run according to the proposal submitted unless otherwise approved by the DAP Committee. Changes in the implementation of the project must first be approved by the DAP Committee.

Once the project has been completed, the community/organisation must provide a brief acquittal report and original receipts from the supplier of materials or services to the Australian Consulate-General. Staff of the Consulate-General will try, whenever practicable, to visit approved and completed DAP projects. All projects must be completed before 30 May 2017 (extensions to this deadline may be applied for), including the final report and final acquittal of money spent.
