Expression of Interest for Supporting the Iraqi Technical and Vocational Training in Construction Sector

Background

UN-HABITAT in partnership with UNESCO and ILO are implementing the project: Improving Quality and Relevance of Technical and Vocational Education and Training (TVET) in Iraq. The inter-agency needs assessment mounted in 2003 by the United Nations Development group (UNDG) jointly with the World Bank and the Iraqi Strategic Review Board pointed out that "misguided Human resources Development policies and three wars… have created extreme damage and drawbacks on Iraq's Vocational Education and Training sector in general, and in the overall society and economy in particular". This statement clearly points to the need to have a strong education and training systems to reduce unemployment and alleviate poverty. The aim of the programme is to support the rehabilitation and modernization of the Technical and Vocational Education and Training Sector in Iraq by re-orienting and improving the existing (TVET) system thereby helping to prepare young people effectively for wage and self-employment in the industrial, construction and service sectors of the economy.

UN-HABITAT as the agency for cities and shelter is concerned with improving the performance of the construction sector in Iraq in order to enhance shelter production and construction of services for better cities. Within the TVET Project UN-HABITAT will work towards strengthening the role of vocational education by increasing the access of youth to employment in the construction sector.

Purpose of EoI:

Towards this end, UN-HABITAT intends to support the Foundation of Technical Education institutions and colleges in developing its Contract Training Centers in selected cities identified by FTE to meet the growing needs for high skilled labor in the construction sector. This will be through developing new training tools and techniques for construction activities and enhancing the capacity of technical colleges, upgrading the learning environment, creating an asset management programme for educational facilities and developing effective networks with construction sector businesses.

Expected Areas of Intervention:

Presently, UN-HABITAT is looking for appropriately qualified and experienced consultancy firms/ Institutions and/or Agencies to undertake this assignment which include the following:

Assigning a part time Technical and Vocational Education Expert (Construction Sector Specialist) to lead the assignment and provide advice and backstopping to the Foundation of Technical Education on modules and content of the training of trainers courses, and national training preparation;

Assess the training needs of the construction sector pertaining to the following five priority construction sub sectors;

1) Water and Sanitation Construction;

2) Bridges and Highways Technology;

3) Quality Control and Building Material;

4) Construction Management and Marketing and;

5) Rehabilitation and Asset Management.

Expected Outcome:

Based on the outcomes of the needs assessment develop curriculum for ‘Training the Trainers’ courses for the five identified sub sectors;

Develop relevant training materials, readers, CDs, learning exercises and plans/programmes for related study tours/field visits;

Prepare outline and trainers guidelines for twenty national training courses

Support implementation of the five Training of Trainers workshops involving those who will be conducting national training courses in FTE Contract Training Centers in any city of the Arab region;

Defining the equipment needs of construction and other related workshops and developing a detailed list of equipment with specifications in consultation with FTE;

Organize and facilitate two study tours for up to 20 participants to technical colleges and vocational training centres in the region, offering good practices;

Support one or more colleges and schools in developing fully functional and easily accessible network and database for demand and supply matching in the construction sector and linked to the employment bureaus/offices;

Assist selected schools, institutions and colleges in designing and organizing an awareness campaign on the importance of vocational education targeting employers and workers in the Construction Industry;

Design a programme of support for construction companies in building their skills in facilities/asset management.

Requirements:

The total duration of the assignment is expected to be one year. Qualified consulting firms/ Institutions/ Agencies who are interested in undertaking the above mentioned assignment should submit the following:

Name of the firm, location and contact details of authorized staff;

Proposed approach and methodology for undertaking the assignment;

Summary of relevant experience in the field including projects undertaken in this field within the Arab region. This include a brief description, name of client, cost, duration and year of completion:

A financial statement by the company auditor for the last three years;

Details of professional staff (names, qualifications, area of expertise, years of experience)

It should be noted that only firms, institutions or agencies with related experience that provide all the above requested information would be considered for pre-qualification. Not for profit organizations, academic institutions or government agencies are encouraged to express their interest and provide additional information as per the attached list below. Only pre-qualified firms/ institutions will be invited /called for submission of proposals.

REQUIREMENTS FOR PARTNERS[1]; Non Profit, Academic or Government Agencies only

·  A copy of the constitution and/or by-laws of the organization, and a copy of the registration/incorporation of the entity as applicable

·  The purpose of the organization

·  Information identifying the programs and activities of the organization in human settlements, including areas relevant to the Habitat Agenda and the Millennium Development Goals, and indicating in which country or countries they are carried out

·  Confirmation of the activities of the organization at the local, national, regional and/or international levels

·  Copies of annual (or other) reports of the organization for the past two years, with financial statements and a list of financial sources and contributions, including government contributions for the past two years

·  A list of current members of the governing body of the organization, and their countries of nationality

·  A description of the membership of the organization, indicating the total number of members, the names of organizations that are members (if applicable) and their geographical distribution.
