A Regular Meeting of The Mayor And Borough Council of The Borough Of Glen Ridge was held on Monday, June 9th, 2008 in the Council Chamber of The Municipal Building, Glen Ridge, New Jersey at 7:30 p m.

Mayor Hughes led The Council and the citizens in attendance in a Salute to the Flag.

Mayor Hughes read a prepared statement that adequate notice of this meeting had been provided to the public as required by statutes.

Present: Mayor Hughes, Councilpersons Sachs, Seyffarth, Baker, Dawson and Patrick.

Absent: Councilman Lisovicz.

The following Borough Officers were in attendance; Borough Attorney Malyska and Public Safety Director Magnier.

Mayor Hughes suspended the Regular Order Of Business for the purpose of conducting Police Department promotions and administering the Oath Of Office.

Municipal Clerk Rohal called upon Patrolman Merritt J. Carr to present himself to The Clerk for the purpose of subscribing to the Oath Of Office for promotion to Sergeant.

Municipal Clerk Rohal called upon Timothy P. Faranda, Jr., Bryan J. Hackett and Sean Quinn to present themselves to The Clerk for the purpose of subscribing to the Oath Of Office to the position of Patrolmen.

Mayor Hughes resumed the Regular Order Of Business.

The Minutes of the Regular Meeting that was held on May 27th, 2008 were approved as corrected.

Municipal Clerk Rohal presented the following written communications:

A letter to Municipal Clerk Rohal from Percy Manchand of 30 Prescott Avenue, Montclair, requesting permission to close Prescott Avenue for the purpose of conducting their annual neighborhood block party. Mayor Hughes referred the correspondence to the Public Safety Committee.

A letter to Mayor Hughes from Denise Slifer of 8 Victor Avenue, Glen Ridge, requesting that a four-way stop intersection be instituted at the Carteret Street & Hawthorne Avenue intersection. Mayor Hughes referred the correspondence to the Public Safety Committee.

A letter to Municipal Clerk Rohal from Heidi Walters of 21 Lorraine Street, Glen Ridge, requesting that a four-way stop intersection be instituted at the Carteret Street & Hawthorne Avenue intersection. Mayor Hughes referred the correspondence to the Public Safety Committee.

A letter sent to Janet M. Ashley of 47 Victor Avenue, Glen Ridge and Administrator Rohal from Gary Obszarny, Director Of Utilities for the Township Of Montclair responding to several question she had relating to water and lead levels in the Glen Ridge water system. Mayor Hughes ordered that the correspondence be filed.

A letter to Mayor Hughes from Assemblyman Alex DeCroce advising of the Assembly and Senate Republican’s view of Governor Corzine’s proposed $ 33.3 billion budget. Mayor Hughes ordered that the correspondence be filed.

A letter to Mayor Hughes from Robert D. Griffith of 145 High Street, Nutley voicing his objections to any proposal to eliminate the batting cage at 1 Laurel Place, Glen Ridge. Mayor Hughes ordered that the correspondence be filed.

A letter to Mayor Hughes from Lucy Voorhoeve, Executive Director of the New Jersey Council on Affordable Housing, advising of the revised third round affordable housing regulations adopted on May 6th by the C.O.A.H. Mayor Hughes ordered that the correspondence be filed.

A letter to Mayor Hughes from Karen Lore, Acting Director Of Health and Human Services, advising that the Township Of Bloomfield has commissioned a Feasibility Study to determine the viability of sharing Animal Control and / or Shelter Services within the County and inviting Glen Ridge to participate at no cost. Mayor Hughes ordered that the correspondence be filed.

A letter to Mayor Hughes from Assemblyman Alex DeCroce asking for a Resolution of support from the Borough Council for the Republican budget plan known as “A Common Sense Plan For A More Affordable New Jersey”. Mayor Hughes ordered that the correspondence be filed.

Mr. Patrick Pignatello of 277 Baldwin Street, Glen Ridge reported that the management of the Minnie Lucey School has done a lot of work on the grounds around the school and that the area is looking pretty nice and he also reported on an on-going project he is involved in at the Freeman Gardens.

Mayor Hughes presented a Proclamation of Commendation to Stephen Pitcher on his attaining the coveted rank of Eagle Scout in the Boy Scouts of America. Mayor Hughes proclaimed this date at “Stephen Pitcher Day” in Glen Ridge in honor or this achievement.

Councilwoman Seyffarth, Chairperson of The Public Safety Committee, presented the monthly report for the month of April 2008 for the Department Of Public Safety. Mayor Hughes ordered that the report be filed.

Councilwoman Seyffarth reported that the Public Safety Committee met on May 28th and the following agenda items were discussed: parking in and around the Minnie Lucey School, traffic calming devices on Belleville Avenue, juveniles and A.B.C. inspections.

Councilwoman Seyffarth offered her congratulations and best wishes to Sergeant Carr and Patrolmen Faranda, Hackett and Quinn.

It was moved by Councilperson Seyffarth, seconded by Councilperson Dawson that permission be granted to the residents of

Prescott Avenue to conduct their block parties per the date and time as stated in their correspondence to the Mayor and Borough Council. The Motion was adopted by an aye and no vote; Councilpersons Sachs, Seyffarth, Baker, Dawson and Patrick voting aye and noes none.

Councilman Dawson, Chairman of The Public Works / Utility Committee, reported that work at the Public Works yard is substantially complete and that the work at the Glen Ridge Public Library is down to punch list items.

Councilman Dawson further reported that work on the second floor of the Public Safety Building is progressing nicely.

NJDOT – SAFE ROUTES GRANT APPLICATION - SUBMITTAL

Borough Administrator Rohal presented a field overview report for Palmer Field, Sherman Avenue Field, Clay Field and Hurrell Field.

Municipal Clerk Rohal also reported that recycling containers have been delivered to all the fields and the Community Center per the recommendation of the Borough’s Green Committee.

Councilman Patrick, Chairman Of The Planning And Development Committee, updated the Mayor and Council on the status and time line of the Benson Street railroad station and project and he reminded everyone that the deadline for bids on this project in Friday, August 8th, 2008.

Borough Administrator Rohal reported that the Montclair Water Bureau will begin their annual hydrant flushing the week of June 8th in the Borough and that this flushing will occur between the hours of 10 p. m. and 5 a. m.

Administrator Rohal also reminded everyone of the location of “cooling centers” in the Borough during this very hot, humid temperatures and blackout conditions.

Councilman Dawson reported that the Borough’s water pumping system remained functional during the recent blackout.

Mr. Patrick Pignatello of 277 Baldwin Street, Glen Ridge voiced his concerns regarding the parking of buses at the Minnie Lucey School.

Mrs. Jacqueline S. Yustein, Essex County Liaison to County Executive DeVincenzo, announced the 2nd annual open house / fun day at the Turtle Back Zoo on June 21st.

Mr. Nicholaas ten Velde of 138 Essex Avenue, Glen Ridge, addressed the Mayor and Council with his following agenda items: old shelving from the Library, Freeman Tennis Courts expenses and management accountability, trees at the Courts, the roof on the building at the Courts, the Community Center, turns from Woodland onto Ridgewood Avenue, the snow summons he received in February, the sidewalk at the Forest Avenue field and water pressure on Essex Avenue.

Mayor Hughes responded to Mr. ten Velde’s concerns stated that the tennis courts are under new management this season.

Administrator Rohal reported to Mr. ten Velde that overtime and staffing contributed to the major expenses at the Courts.
