TO SALUTEMAYOR JESSIE MARTIN “MARTY” SCHUMPERT, MAYOR OF THE TOWN OF ELKO, WHO, HAVING SERVED THE PUBLIC WITH DISTINCTION FOR MORE THAN FORTY YEARS, IS WORTHY OF DEEP APPRECIATION FORHIS DECADES OF COMMITTED SERVICE AND OF BEST WISHES FOR MUCH CONTINUED SUCCESS IN THE YEARS TO COME.

Whereas, for more than forty years, the Town of Elkohas enjoyed the benefit of the dedication and experience of Jessie Martin “Marty” Schumpert, the town’s esteemed longtime mayor; and

Whereas, born in Barnwell to Ralph and Elma Schumpert, the young Marty first resided inDunbarton but moved to Elkoat the age of two, where he attended WillistonElko High School; and

Whereas, he worked thirtyfive years for Magtag Corporation while also working on the family farm and in the timber business. In 1980, he studied water purification at Sumter Tech and Clemson’s “short school” and earned certification in water purification; and

Whereas, Mayor Schumpert believes strongly in active involvement with his community, and his convictions have led him to serve that community through past and present volunteer work with variousorganizations, among them the rescue squad and Elko Fire Department. Further, in 1976, hewas elected to Elko Town Council, serving two years on that body. He was elected mayor in 1978, and has served the Town of Elko in that capacity to the present day; and

Whereas, under Mayor Schumpert’s leadership, the citizens of Elko have seen numerous improvements set in place. Over the years 1975 and 1976, Elko was able to acquire a grant to install a water system for the town, and in 1976, a grant was acquired for the town to inaugurateits own fire department. The town also started a farmers’ produce market; and

Whereas, in addition, during the 1970s and early 1980s Elko had a police department, for which Mayor Schumpert also served as the judge for traffic tickets and othertown business. In 1998, Mayor Schumpert spearheaded a successful effort to join with the Town of Williston to obtain a federal grant. That grant enabled the two towns to connect their water sources together for their mutual benefit; and

Whereas, Mayor Schumpert has devoted countless hours to the welfare and betterment of the Town of Elko and its citizens and has done so without compensation; and

Whereas, on the home front, Mayor Schumpert, having enjoyed a delightful marriage of fortyeight years, considers it one of the greatest triumphs of his life that he was able to persuade the lovely Linda Allen Schumpert to become his wife. They are the proud parents of Rhonda and Jason, who have given their mom and dad the joy of five charming grandchildren; and

Whereas, appreciative of the dedication and leadership Mayor Schumpert has bestowed on the citizens of this great State, most particularly the people of Elko, the House takes great pleasure in wishing himall the best as he continues serving his beloved town. Now, therefore,
