Contractor Parking

1.0 Introduction

We endeavour to control contractor parking on Campus, satisfying our health, safety and environmental commitments while maximising the number of car parking spaces available.

These arrangements are to ensure contractors will only be able to park on Campus once they have successfully demonstrated the presence of the vehicle is absolutely essential to the work being done eg the equipment required to do the work forms part of or is fixed to the vehicle, for example a lorry mounted crane.

1.1 Definition of a Contractor

The definition of contractor, for the purpose of these arrangements, is anyone brought in by the University to carry out work on our behalf that is not directly employed by us.

This definition does not extend to agency workers employed directly by the University, nor does it apply to persons delivering supplies or goods for use by the University.

2.0 Contractors Parking Procedure

1 When a contract is tendered the University employee responsible for the contract will ensure potential contractors are aware of these arrangements.

2 When a contract is awarded the University employee responsible for it must issue the contractor with a “Contractors Application to Park on Site” form, which must be completed by the contractor and returned to the University Employee that issued the form.

3 The information on the form will be assessed and if the application is successful, a permit authorising the contractor to park on site will be issued free of charge.

Please note: Contractor’s that are issued with Contractors Parking Permit must, on a daily basis, purchase two parking tickets to the value of £8.00 from a University parking meter.

Both the “Contractor’s Parking Permit” and two valid parking tickets to the value of £8.00 must be clearly displayed in the vehicle at all times when the vehicle is parked on Campus.

Failure to clearly display valid parking permits and parking tickets may result in a fixed penalty notice.

3.0 Contractors drop off/pick up

3.1 Introduction

Contractors vehicles that are not essential to the work but are required to drop off/pick up materials and/or equipment at a specific work location will be permitted a limited amount of time to do so, there will be no charge for this permit.

3.2 Contractors drop off/pick up procedure

1.  Contractors wishing to drop off/pick up materials and equipment from a specific location on Campus must report to the Gateway Information Point on Kings Road or the Medical School Information Point and request a permit to do so.

2.  Information Point staff will issue a permit to drop materials and equipment off at a specific location. The permit will also indicate a specific time by which the vehicle must leave site.

Please note: Contractors must clearly display a valid permit at all times when dropping off materials and/or equipment, failure to do so or overstaying the time indicated on the permit may result in a fixed penalty notice.

3.4 Deliveries

Vehicles delivering equipment and materials to site must attend the Gateway Information Point on Kings Road or the Medical School Information Point (see appendix A). The delivery driver will then be issued a permit (free of charge) allowing them a limited amount of time to do so.

3.6 Driving on Campus - General Rules

·  The maximum speed limit for the site is 10mph.

·  Where possible reversing vehicles will have a banks man in attendance.

·  All vehicles being driven on Campus must have their headlights on dipped beam at all times.

·  The use of mobile phones when driving is strictly prohibited.

·  Parking/driving must be done in accordance with local signs and restrictions. Parking is only permitted in designated parking bays and all road markings must be observed.

·  Parking on footpaths is strictly prohibited.

·  Contractors parking on site must display a Contractors Parking Permit and two valid parking tickets to the value of £8.00.

·  Contractors permitted on site to drop materials and equipment off at specific work locations must comply with the conditions of the permit and must display the permit at all times when on site.

4.0 Assessment of a Contractors need to park on site

The University employee responsible for a contract must ensure that they draw all potential contractors’ attention to the Universities arrangements for contractor parking at the tender stage. When the contract is awarded the University employee must forward a copy of the application form to them.

The University employee responsible for the contract is responsible for assessing the contractor’s application form and issuing a permit to park as appropriate.

Please note: Contractors must demonstrate that they need their vehicle to be parked on site in order for them to be issued with a permit; University employees are reminded that contractors will be allowed a limited amount of time to deliver equipment and materials to the location at which they will be working without charge.

4.1 Guidance – Circumstances in which a contractor could be issued a permit to park on site:

·  The equipment required to do the work forms part of or is fixed to the vehicle eg lorry mounted crane.

·  The vehicle incorporates a Workshop/Laboratory.

·  The loads carried by the vehicle are significant and have to be handled manually and repeatedly meaning the vehicle must be located as close as possible to the workplace eg commissioning lifting equipment.

·  Specifically required by authorities because of high risk security issues eg large sealed radioactive sources.

Appendix A

Deliveries to Site

There is no charge for parking while making deliveries to site however a permit to do so is required.

Permits are available free of charge from any of the University Information Points which are indicated on the above map with green arrows, permits to deliver are also available from Security Control.
