Space Exploration Safety Panel

Purpose:

To engage the African American space community in an uninhibited, rigorous discussion concerning the political, technological, managerial, and safety issues that impact human spaceflight. It is hoped that the panel discussion will bring to light issues worthy of being pursued in more extended discussions throughout the Agency.

§  General (ret.) Charlie Bolden – Senior Vice President, Tech Trans International; Former Astronaut

§  Dr. Augustine Esogbue – NASA Aerospace Safety Advisory Panel

§  Yolanda Marshall – Director, Safety and Mission Assurance Directorate, NASA-Johnson Space Center

§  Darrell Warner – Boeing Director of NASA Systems Safety and Mission Assurance

Pre-Conference Activity

§  Questions will be taken from NASA civil service and contractor employees between August 1, 2004, and October 1, 2004.

§  The Moderator and NASA members of the PDC Conference Planning Committee will discuss the submitted questions and identify six primary questions and four reserve questions to use in the panel discussion.

§  The ten questions will be provided to the panelists no later than October 15 in order to allow time to research and develop appropriate responses.

Question Submission Guidelines

(NASA civil service and contractor employees only):

§  Provide a concise question statement that can be read in 20 seconds or less.

§  If applicable, provide 1-3 supplemental paragraphs explaining the question/problem in greater detail. This supplement will not be read during the panel discussion, but will be provided to the panelists and audience to help them follow the questions.

§  Provide at least one research point-of-contact for the panelists in the event follow-on or additional background information is needed. (Where applicable, multiple names should be provided.) Include the contact’s name, center or location, phone number, email address, and a brief description of the contact’s experience with the question/problem.

§  Questions may be submitted anonymously.

Panel Discussion Format

§  Attendance will be limited to NASA-badged civil service and contractor personnel who have registered for the NSBE Region V Professional Development Conference. (This restriction is to preclude any Export Control, ITAR, etc. concerns.)

§  Registration is available at https://nol.nsbe.org under Events – choose 2004 Region 5 Fall Regional Conference.

§  Audience will receive a copy of all ten questions, including any supplemental statements.

§  Moderator will introduce the panelists – 30 seconds each.

§  Moderator will introduce self and provide an overview of the format – 1 minute.

§  Question Response Timeline: (20 minutes per question)

o  Moderator will read the question (20 seconds each)

§  3-minute response from each panel member

·  One 30-second Follow-Up question from audience (directed to one panel member)

o  5-minute response from one panel member

§  One 30-second Follow-up to the follow-up question from audience (directed to one panel member)

·  2-minute response from one panel member

o  End of discussion on that question.

§  If any time remains after discussion of the six primary questions, the moderator will first draw from the four reserve questions and then entertain open questions from the audience until the allotted time for the panel discussion is exhausted.
