Minutes of the STATUTORY ANNUAL MEETING of LYDD TOWN COUNCIL

held at the Guild Hall

on Monday 11th May, 2009 at 12 noon.

Present:The Town Mayor - Councillor Ms. V. M. Dawson - Chairman

Councillors C. E. Albrow, T. Allen, Revd. A. J. Davis, Mrs. P. A. Davis,

C. Goddard, D. G. Kersey,Mrs.V.Loseby, Mrs. M. R. Masters, G. D. McKay, M. C. Reynolds, W. L. Richardson, Ms. R. G. Saunders,

Mrs. J. Shepherd,Mrs. B. A. Walsh and D. F. Watts.

Town Mayor’s Chaplain - Revd. L. Terry

Prayer: the Revd.Terry led the Council in prayer.

Absence: None.

228ELECTION OF TOWN MAYOR

The TownClerk read the valid nominations that had already been received for the position of Town Mayor for the municipal year 2009-10, these being:-

Cllr. Kersey proposed by Cllr. Mrs.Masters and seconded by Cllr. Mrs.Davis, and

Cllr. Reynolds proposed by Cllr. Allen and seconded by Cllr.Mrs.Walsh.

Cllr. Mrs.Masters and Cllr.Mrs Davis spoke in support of the nomination of Cllr. Kersey.

Cllr. Allen and Cllr. Mrs. Walsh spoke in support of the nomination of Cllr. Reynolds.

After a paper ballot it was declared that Cllr. Kersey had been elected (all the ballots of this meeting are contained in an attached AppendixA).

Cllr. Kersey was duly appointed as Town Mayor.

The Town Mayor then made the Declaration of Acceptance of Office and Oath of Allegiance.

The meeting was briefly adjourned while the new Mayor received his robe and chain of office.

The meeting was brought to order and the Mayor addressed the Council. The Mayor then conferred on Cllr. Ms. Dawson her past Mayor’s insignia as recognition of her valued service as Mayor.

229ELECTION OF DEPUTY TOWN MAYOR

The TownClerk read the valid nominations that had already been received for the position of Deputy Town Mayor for the municipal year 2009/10, these being:-

Cllr. Ms. Saunders proposed by Cllr. Mrs. Davisand seconded by Cllr.Revd.Davis, andCllr. Mrs. Walsh proposed by Cllr. Albrow and seconded by Cllr. Reynolds.

Cllr. Albrow and Cllr. Reynolds spoke in support of the nomination of Cllr. Mrs. Walsh.

Cllr. Revd.Davis spoke in support of the nomination of Cllr.Ms.Saunders.

After a paper ballot it was declared that Cllr. Ms. Saunders had been elected.

Cllr.Ms.Saunders was duly appointed as Deputy Town Mayor.

The Deputy Town Mayor then made the Declaration of Acceptance of Office and Oath of Allegiance and addressed the Council.

230TOWN MAYOR’S CHAPLAIN

The Town Mayor invited Mr.Peter Firth to be his chaplain for the coming municipal year and Mr.Firth accepted.

231STANDING COMMITTEES

The membership and details of the standing Committees for the municipal year 2009/10 were distributed to Councillors and agreed subject to certain amendments made by Councillors. (These details are enclosed as Appendix B).

232APPOINTMENTS TO EXTERNAL BODIES

A list of External bodies and Councillors prepared to serve on them was distributed to Councillors. The list was agreed subject to amendments made by Councillors at the meeting. (These details are enclosed as Appendix C).

233ELECTION OF CIVIC REPRESENTATIVE

The TownClerk read the valid nominations that had already been received for the position of Civic Representative for the municipal year 2009/10 these being:-

Cllr.Goddard proposed by Cllr. Revd. Davis and seconded by Cllr.Mrs. Davis and Cllr. Allen proposed by Cllr. Reynolds and seconded by Cllr.Mrs.Walsh.

Cllr. Revd.Davisspoke in support of the nomination of Cllr.Goddard.

After a paper ballot it was declared that Cllr.Goddard had been elected.

Cllr.Goddard was duly appointed as Civic Representative and received his insignia from the Mayor.

234REGISTER OF ATTENDANCE

The Register of Attendance for 2008/09 was noted and received.

Proposed by the Mayor and seconded by Cllr. Reynolds and agreed. (This document contained within the minutes as an appendixD)
