TheEarthOceanandAtmospheric SciencesBuildingwill providespacetohouseexisting academicprogramsbeingbrought together toformanewdepartment.Thedesignisbeing developedby BohlinCywinski JacksonArchitectsinPittsburgh,PA, andisanticipatedto provideapproximately130,000sfofnewspace.Atcompletion, thebuildingwill include

department offices, classrooms, teachinglabs, researchlabs,and student supportspaces.The project seekstopromotethecollaborativeuseof spaceandthefosteringofnewteachingand research methods inastateof theart sciencebuilding for the studyof geology,oceanography, and meteorology. Itwill besitedat theSWcornerofWestTennesseeStreetandWoodward Avenueandwill becomeaprominentpieceofthecampus’ northgateway,sharedwith the Oglesby Student Union. Theprojectmaydevelopasecondphasetoinclude renovationofan existingadjacent building toincorporateportionsoftheprogramscope.Theselected constructionmanagermay,at thediscretionoftheUniversity,becontractedfor thisworkas well.

Theestimatedprojectbudgetfor is$64,950,000,ofwhichtheconstructionbudgetis approximately$50,075,000.Thefacilityprogramcanbefoundat theFacilitiesDesign

Thecontractforconstructionmanagementserviceswillconsistof twophases.Phaseoneis pre-constructionservices,forwhichtheconstructionmanagerwillbepaidafixedfee.Phase oneservicesincludevalueengineering,constructabilityanalyses,developmentofacostmodel, estimating,andthedevelopmentof aGuaranteedMaximumPrice(GMP)ateitherthe50%or

100%ConstructionDocumentphase.Thefinaldeterminationoftheexacttimingof theGMPwill beconfirmedpriortoenteringintocontractwiththeprospectiveConstructionManager.If the GMPisaccepted,phasetwo,theconstructionphase,willbeimplemented.Inphasetwoof the contract,theconstructionmanagerbecomesthesinglepointof responsibilityforperformanceof theconstructionof theprojectandshallpubliclybid tradecontracts,encouragingtheinclusionof Smalland/orMinorityOwnedBusinessEnterprises.Failuretonegotiateanacceptablefixedfee forphaseoneofthecontract,ortoarriveatanacceptableGMP withinthetimeprovidedinthe agreementmayresultintheterminationof theconstructionmanager'scontract.

Selectionof finalistsforinterviewswillbemadeonthebasis of constructionmanager qualifications,includingexperienceandability;pastexperience;bondingcapacity;record- keeping/administrativeability,criticalpathschedulingexpertise;costestimating;costcontrol ability;qualitycontrolcapability;andqualificationsofthefirm'spersonnel,staff andconsultants. Finalistswillbeprovidedwithadescriptionof thefinalinterviewrequirementsandacopyof the standardFloridaState University'sconstructionmanagementagreementand willbegiven accesstothebuildingprogramandthelatestdocumentationpreparedbytheproject architect/engineer.TheSelectionCommitteemayrejectallproposalsandstoptheselection processatanytime.Theconstructionmanagershallhavenoownership,entrepreneurialor financialaffiliationwiththeselectedarchitect/engineerinvolved withthisproject.

Instructions:

Firmsdesiringtoprovideconstructionmanagementservicesfortheprojectshallsubmitaletter ofapplicationandthecompletedFloridaStateUniversity"ConstructionManagerQualifications Supplement”Proposalsmustnot exceed80pages,includingtheConstructionManager QualificationsSupplementandletterof application.Pagesmustbenumberedconsecutively. Submittalswhichdonotcomplywiththeserequirementsor donotincludetherequesteddata maynot beconsidered.Nosubmittalmaterialwillbereturned.

AllapplicantsmustbelicensedtopracticeasgeneralcontractorsintheStateof Floridaatthe timeof application.CorporationsmustberegisteredtooperateintheStateof Floridabythe Departmentof State,Divisionof Corporations,atthetimeof application.AsrequiredbySection

287.133,FloridaStatutes,aconstructionmanagementfirmmaynotsubmitaproposalforthis projectifit isontheconvictedvendorlistforapublicentitycrimecommittedwithinthepast36 months.Theselectedconstructionmanagementfirmmustwarrantthatit willneitherutilizethe servicesof, norcontractwith,anysupplier,subcontractor,or consultantinexcessof$50,000.00 inconnectionwiththisprojectforaperiodof 36monthsfromthedateoftheirbeingplacedonthe convictedvendorlist.
