SUBJECT: / Student Achievement and School Accountability Programs Monitoring Plan for Formula Grant Programs, October 1, 2009, to September 30, 2010.

The Student Achievement and School Accountability (SASA) Programs office of the U.S. Department of Education (ED) will be conducting a monitoring visit of the California Department of Education’s Title I and related programs funded under the Elementary and Secondary Education Act (ESEA) during the week of February 22-26, 2010. The monitoring visit will cover the 2008-09 and 2009-10 fiscal years.

The purpose of the monitoring visit is to assess the extent to which states provide leadership and guidance for local educational agencies (LEAs) and schools in implementing policies and procedures that comply with the statutes and regulations of the following programs to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education:

·  Title I, Part A, Improving Basic Programs Operated by Local Educational Agencies

·  Title I, Part D, Prevention and Intervention Program for Children and Youth Who are Neglected, Delinquent, or At-Risk of Dropping Out of School (N or D)

·  Title X, Part C, McKinney-Vento Homeless Education Assistance Act of 2001 (Homeless)

ED uses monitoring indicators to determine the degree that state educational agencies (SEAs) have implemented and administered these federal programs and activities. SASA staff has developed indicators in each of the following three monitoring areas: Standards, Assessment, and Accountability; Instructional Support; and Fiduciary. Attachment 1 provides the monitoring indicators for the three programs being monitored.
