Subject:Illegal cyclists and enforcement

Dear Cllr. Willingham

Thank you for your email on 17 December 2012 / 3 January 2013 / 7 January 2012 [note: 3/1/13 and 7/1/12 dates included in error]. I am sorry to hear that you are encountering a large number of cyclists without lights or illegal cycling. Cycling in the dark without lights, as with other infringements is illegal and these cyclists are subject to being issued a Fixed Penalty Notice.

If you haven’t already contacted your Neighbourhood Policing team or attended a Neighbourhood Forum/Beat Surgery then I encourage you to do so to make your concerns known, as this issue is occurring in your local area. Further information can be found about this on the Avon and Somerset Police website, by entering your postcode location at: click find and then scroll down the page to view the contact information on the right-hand side.

In terms of actions that the Police can take, this is an operational policing matter under the independent direction and control of the Chief Constable. If you would prefer to complete a police contact form about this issue then the relevant Neighbourhood Policing Team may be asked to find out more about the number of offences in order to consider a targeted approach to tackle this issue. I welcome your common sense approach about safe cycling and the dangers associated with these types of cycling offences. Therefore I have captured your comments. If you would like to state your policing priorities, and tackling illegal cycling may be one, then I would be delighted if you would complete the approximately 10 minute survey which can be accessed online at:

The consultation responses will directly contribute to shaping the priorities within the Police and Crime Plan (including the local plans for the six Police Districts). I would also welcome your support in passing on the news about this survey to anyone you know who either lives or works in the Avon and Somerset Police area.
