SUBJECT:Child Support Most Wanted Poster

Kentucky Revised Statute (KRS) 15.055(3)(b) states: “The Office of the Attorney General shall distribute to all designees of the cabinet for the administration of the child support program, a “most wanted” poster that includes names, and photos if available, of delinquent obligors whose whereabouts are unknown or unverified, or who if known, refuse to meet their child support obligations. The poster shall be posted locally by the designee of the cabinet for the administration of the child support program in public locations.”

NOTE: Contracting officials are designees of the Cabinet for Families and Children (CFC) for the administration of the child support program.

The Child Support Enforcement Commission within the Office of the Attorney General (OAG) will establish a program to publish and display a poster or series of posters displaying child support obligors who are delinquent in payment of support. A delinquent obligor may be included on the most wanted poster if the case meets all of the following criteria:

  • an open IV-D case exists with a child support obligation payable to the Division of Child Support,
  • an unsuccessful attempt to verify the obligor’s whereabouts has been made by the child support agency within the preceding six months,
  • the obligor owes an arrearage equal to or greater than $10,000 established by court order,
  • the obligor has not made a payment within the last six months,
  • an arrest warrant for the obligor has been issued,
  • the obligor is not incarcerated,

  • the obligee has provided written authorization to OAG to display the obligor on the poster, and
  • the obligor is not known to be a recipient of K-TAP, SSI, and/or food stamps.

Each poster will include photographs and information about ten delinquent obligors whose whereabouts are unknown to the child support agency. A toll-free telephone number that may be called to report information regarding the whereabouts of any of the obligors will be displayed on the poster. The most wanted poster will be published annually and distributed to all designees of the child support program.

A custodial parent may contact OAG to submit a name of a delinquent obligor for inclusion on the most wanted poster. A custodial parent may submit a name of a delinquent obligor to OAG by accessing the website, and following the instructions on this webpage. A custodial parent may also contact Ms. Libby Wilson in OAG’s office at 502/696-5437 to submit a delinquent obligor’s name for inclusion on the most wanted poster. OAG will determine if the obligor meets the established criteria for the most wanted poster by contacting the appropriate contracting official. If the delinquent obligor meets the appropriate criteria, he or she may be included on the most wanted poster by OAG.
