LifeWorks is looking for an easy going yet highly organized Grants and Contracts Compliance Manager who likes to work with people, improve processes, and enjoys a challenge!

The Grants and Contracts Compliance Manager at LifeWorks plays a critical role, ensuring that LifeWorks managers, program staff, and finance team understand and adhere to contractual requirements of the various state and federal entities who fund our services. The Grants and Contracts Manager will work collaboratively with multiple stakeholders, including funders, sub-recipients, community partners, and staff from multiple departments across LifeWorks to further our mission of ending youth homelessness. Key to effective performance in this role is the ability to be highly organized, to communicate effectively with a wide range of people, to manage multiple deadlines, and to have a solid understanding of effective management of multiple, complex budgets.

Experience researching data on compliance topic areas, supporting programs that providing housing and other services to youth, navigating compliance with state and federal funder requirements, and providing oversight in the development and management of complex budgets would help ensure success in this role. Strong administrative skills in office software, document formatting, and working with PDFs would be beneficial. Comfort working in an environment that changes frequently in response to new initiatives is essential.

DUTIES

  • Coordinates and assists in the development, delivery, and management of program services.
  • Reviews relevant contract compliance guides, policy manuals, and other requirements for applicable funding sources.
  • Communicates with Program Directors, funders, sub-recipients, and local Continuum of Care lead (ECHO) to ensure requirements are adhered to.
  • Establishes systems and schedules for conducting internal programmatic reviews to ensure compliance.
  • Negotiates awards, no-cost extensions, carry-over of funds, and notifies funders of changes in key personnel and other project modifications.
  • Works closely with program managers to conduct contract maintenance activities including account set-up, monitoring budget and expenditures, budget revision and close-out of accounts
  • Coordinates the development, implementation, and review of budgets with program staff and finance team to ensure that all expenses incurred are allowable and that requirements regarding the allocation and matching of funds are met.
  • Prepares and submits continuation grant funding applications to LifeWorks’ public funding sources.
  • Develops and monitors sub-recipient agreements as needed. Coordinates with Program Directors and Finance staff in programmatic and financial audits of sub-recipients on an annual basis.
  • Provide timely and professional guidance to management and staff in response to inquiries regarding allowable expenditures, compliance and procedures.
  • Coordinates communication between stakeholders throughout grant cycle to ensure quality and accountability.
  • Manages and coordinates reporting of performance data to funding sources and external partners; works with program managers and Finance department to ensure the timely and accurate submission of required reports.
  • Coordinates with appropriate staff to ensure that information and documentation is provided as requested during contract audits and appropriate action is taken in response to audit findings.
  • Participates in long and short-term planning of Department goals and objectives.

QUALIFICATIONS

Required

  • Requires a Bachelor’s degree behavior or social sciences, human resources, business, or related administrative field; and
  • Requires 5+ years of relevant experience; or
  • Equivalent combination of education and experience.

Preferred

  • Strongly preferred experience with the management of federal contract requirements for services funded through HUD (e.g. rapid re-housing, transitional housing).
  • Preferred experience with federal (HHS/RHY) and state (DFPS, TDHCA) agencies that provide funding to support youth experiencing homelessness.
  • Preferred experience with key LifeWorks issue areas, such as poverty, homelessness, mental health, education, prevention, and workforce development.
  • Preferred experience working a human services non-profit, either in direct service or administration.
