q  Detailed budget, including pro forma invoices, price quotes from manufacturers and service providers, etc.

q  Background information on trusted partner(s) involved in project, including experience, references, etc.

PROPOSAL EVALUATION CRITERIA:

1  Projects must involve a properly vetted Rotary Club as our primary partner in the project country (or, in a non-Rotary country, an NGO with a reliable history). This is a top priority.

2  Projects should leverage club funds when possible by involving other collaborators and funding sources.

3  Projects will ideally be hands-on and provide opportunities for participation and education of Club members. Every project must be co-sponsored by a University Rotary Club Int’l Service Comm. member.

4  Priority will be given to sustainable projects that benefit large groups and have a high potential for local empowerment, capacity-building and community impact, without displacing local capacity.

5  If Matching Grant funds from Rotary International are to be sought, project sponsor must confirm that the international partner Rotary club: (1) is current in payment of its dues; (2) has less than five matching grants currently outstanding; and (3) the international partner Rotary club’s reporting on all outstanding matching grant projects is current.

6  Projects in Rotary District 5030 and Rotary International priority areas are given special consideration. In 2008-09, reduction of child mortality; improved water access and quality; and literacy are priority areas.

OTHER IMPORTANT CONSIDERATIONS:

§  REPORTING REQUIREMENTS: Follow up by the sponsoring club member/s is required after the project is funded. This includes a report six months after disbursement of funds and a final report upon completion of the project. The reports should document progress made toward achievement of the project goals and specific partner Rotarians’ involvement in project oversight and activities, as per the project application. The final report must include an accounting of grant funds spent on the project. Submission of photos documenting project goal achievement is strongly encouraged. Project sponsors may be asked to present on the outcomes of their project to the entire club.

§  Club member’s current project/s must meet reporting requirements before new project applications by the club member are considered.

§  Grant award will only be made upon approval by: (1) ISC Committee and (2) Club Board and (3) Service Fund Board.

§  No grant funds are to be spent or committed before full project approval by all three above-named groups.
