PERRY COUNTY COMMISSION MINUTES
MODAY, JULY 6, 2015
Now on the 6ndday of the July term of 2015, the Perry County Commission met with Presiding Commissioner Carl Leuckel, Jr., 1stDistrict Commissioner Patrick Heaps, 2ndDistrict Commissioner James L. Sutterer and County Clerk Jared W. Kutz present.
Prior Minutes
Commissioner Sutterer motioned to approve the prior Commission minutes dated July 2, 2015. Commissioner Leuckel seconded the motion and the motion passed by vote:Commissioner Leuckel (yes), Commissioner Heaps (yes) and Commissioner Sutterer (yes)
Road & Bridge Report
Now at this time the Commission meets with Mr. Mark Hoehn, the Perry County Road & Bridge Assistant Supervisor who reported on the activities of his department.
Culvert Bid Award
Now at this time the Commission opens sealed bids for culvert stock to be maintained at the County Road & Bridge Department. The bid for was for forty-six (46) culverts of varying diameters, ranging from twelve (12) to forty-eight (48) inches,all in thirty (30) foot lengths, and rings for each diameter of culvert. The bids were put out to sole source vendors; Metal Culverts, Inc. and Contech Engineered Solutions, LLC.
As has been customary in the past, the Commission determined the bid would be awarded based on the total bid amount for the project. Commissioner Leuckel opened and read aloud the two bids and Kutz made and provided copies to each member of the Commission:
Contect Engineered Solutions submitted a bid of $12,957.19
Metal Culverts submitted a total bid of $13,581.27
After due consideration Commissioner Heaps motioned to accept the bid,for Perry County Road & Bridge Departmentculvert inventory, from Contech Engineered Solutions, LLC in the amount of $12,957.19 Commissioner Suttererseconded the motion and the motion passed by vote. Commissioner Leuckel (yes), Commissioner Heaps (yes) and Commissioner Sutterer (yes).
Perry County Road 616 Paving Bid Award
Now at this time opens sealed bids for the paving of Perry County Road 616. The bid was for approximately one and one-half (1.5) miles of two and one-half (2.5) inches of asphalt compacted to two (2) inches and an average of twenty (20) feet wide along the entire length of the project. The Commission requested the bids include estimated tons of asphalt, cost per ton, and total cost of the project be included in the bid.
Commissioner Leuckel opened and read aloud the two bids and Kutz made and provided copies to each member of the Commission:

After due consideration Commissioner Sutterer motioned to accept Jokerst, Inc. bid of $122,759 for the paving of PCR 616. Commissioner Heaps seconded the motion and the motion passed by vote. Commissioner Leuckel (yes), Commissioner Heaps (yes) and Commissioner Sutterer (yes).
Emergency Management
Now at this time the Commission meets with Perry County Emergency management director Hank Voelker who advised the Commission of increasing flood levels in the area.
Voelker, reported Mississippi River stage levels had receded to 37.4 feet July 6, 2015 at 9 am and advised the river is expected to continue to drop by the National Weather Service Advanced Hydrologic Prediction Service.
General Session
Now at this time the Perry County Coroner Herbert Miller comes before the Commission regarding his attempt to receive back pay from Perry County for health insurance coverage not provided to him from 1995 to 2012 as part of his being coroner during that time.
The Commission advised Miller they would consult their attorney for a determination on whether or not Perry County is liable to pay him for benefits not received.

With there being no further business, Commissioner Sutterer motioned to adjourn the meeting until Thursday, July 9, 2015. CommissionerHeaps seconded the motion and the motion passed unanimously. Commissioner Leuckel (yes), Commissioner Heaps (yes) and Commissioner Sutterer (yes).
