MINUTES OF THE GRAND ISLE INDEPENDENT

LEVEE BOARD OF COMMISSIONERS REGULAR MEETING

FRIDAY, OCTOBER 21, 2016

11:00 A.M.

The Grand Isle Independent Levee District met on Friday, October 21, 2016, at

11:00 a.m. in a regular meeting at the Grand Isle Multiplex Center with the following commissioners:

Present: 3 Commissioners – David Camardelle, Kelly Besson, Sr. and Arthur Bellanger

Absent: 0

President Camardelle called the meeting to order and then led with the Pledge of Allegiance, followed by a prayer.

A motion was made by Commissioner Besson, seconded by Commissioner Bellanger and unanimously agreed to approve the minutes of the meeting held on September 29, 2016 as read.

Mr. Joe Chauvin from GIS Engineering stated 1. That the levee inspection is complete. 2. He is working with Jefferson Parish to complete the permit for the lights on the eastern end of Fifi Island. 3. The after the fact permit for the repairs to the Santiny Lane pump is being worked on. 4. GIS Engineering is working on the new Capital Outlay Request.

A joint motion was made by the Commissioner of the Levee District and unanimously agreed to approve GIS Engineering to plan and design the Breakwater Protection Project – Cheniere Caminada to Bayou Thunder and authorize the President to execute any and all documentation associated with this project.

A joint motion was made by the Commissioners of the Levee District and unanimously agreed to approve increasing the budget by $8,240.00 which will be used for the Grand Isle Reach after the Fact Permit.

President Camardelle thanked the levee board commissioners, Senator Alario, Representative Gisclair, the Governor, CPRA and Jefferson Parish Officials for helping with the levee and rock breakwaters. President Camardelle also stated he met with Senator Alario for Capital Outlay Projects and met with CPRA to add Grand Isle in the master plan. He stated he attended meetings for public comments and has concerns about more freshwater diversion projects throughout the state. Fresh water hurts the shrimping and crabbing industry. Grand Isle was not in the master plan for CPRA and now needs to be added in order to get more CPRA money to complete the segmented rock breakwaters.

President Camardelle also thanked our federal delegation, Senator Cassidy and Congressman Graves and Scalise for helping by funding some of our projects and then the state can match federal money.

President Camardelle also stated that the annual meeting for the levee boards will be in New Orleans in December. This is where everyone comes together to discuss ideas, problems and concerns each levee board is experiencing. The commissioners attend every year.

A motion was made by Commissioner Bellanger, seconded by Commissioner Besson and unanimously agreed to approve expenses associated with operating the levee board.

A joint motion was made by the commissioners of the levee district to approve granting a letter on no objection to William Hrapmann to reclaim 20 feet of property and build a boat slip, dock, pier and boat house on Verley Lane.

A motion was made by Commissioner Bellanger, seconded by Commissioner Besson and unanimously agreed to adjourn the meeting at 11:53 a.m.
