- Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
Each Agency is required by the State of Connecticut, under CGS 46a-68, to report on the personnel evaluation activity for all Agency employees during the Affirmative Action Plan year period. This analysis includes a tabulation of all reprimands, suspensions, demotions and transfers given to the Agency’s employees. This analysis is by job group for job codes with fewer than 25 employees. As delivered, PeopleSoft provides all the necessary information on the Employee Discipline pages related to disciplines received and the date enacted. The race, gender and job group of all disciplined employees would need to be accessed and put into a report format.
- Business Need
Provide a justification for the requirement. Include information about frequency, volume, number of users impacted, etc.
State of Connecticut Commission on Human Rights and Opportunities (CHRO) requires, under CGS 46a-68, annual reporting on the personnel evaluation process at each State agency. The year period is determined by the CHRO for the Agency’s Affirmative Action Plan. All agencies, even those out of scope, must report on this topic.

PeopleSoft provides all of the necessary information required to create the Personnel Evaluation Analysis for disciplined employees. Creating a report enables the State of Connecticut to meet the CHRO requirements for Agency reporting on reprimands, suspensions, demotions and transfers by job group, and a report provides data accuracy. Report would be used by all agencies.
- Organizational Impact of Recommendation
Describe the changes to the organization that result from the recommended solution. Include a description of any role, process, statute, or bargaining unit agreement affected.
The Agency HR Specialist must be trained to run the queries.
- Process Solutions
Describe the possible Process Solutions. Include a description of impacts and benefits of each solution.
Option 1. Create a query to select the Emplid and Disciplinary Step from the Disciplinary Action-Action Taken page for employees that have disciplinary reported dates within the specified year period for job codes with less than 25 employees. The query would use the Employee’s “Emplid” to find the active job row to reference the appropriate job group, job code and department. In addition, the “Emplid” would be used to pull the employee’s Gender from the Personal Data table and Ethnic Group from the Diversity table. Each Agency would use the data generated by the query to manually calculate the totals and compile the information into a form to be given to the CHRO.
- Application Modifications
Describe the possible Application Modifications. Include a description of impacts and benefits of each solution.
