REGULAR CALLED CITY COUNCIL MEETING
Tuesday, March 3, 2015 – 5:00 P.M.
Boulders Conference Center – Denison, Iowa
The first regular City Council Meeting of the City of Denison, Iowa was held pursuant to law on the above date and hour; Mayor Bonner called the meeting to order at 5:00 p.m. with the following members present: AHART, DESY, LEINEN, MAHRT, RODRIGUEZ
Motion Mahrt/Leinen to approve the agenda. Ayes: 5 Motion carried.
Motion Ahart/Desy to approve the following items on the consent agenda: a) approve and waive the reading of the minutes for 2/17/15; b) approve the bills as presented; c) approve PCE #2 for Sioux Contractors for City Hall Renovation d) approve liquor license for Hillside Grille; e) approve request from Fire Chief Snowgren to attend out-of-state training in Indiana in April 2015; f) approve wage increase for Randy Reis from $1,572.05 biweekly to $1,661.02 biweekly effective with pay period ending 2-24-15. Ayes: 5 Motion carried.
Public hearing on the FY 15-16 Budget was held at 5:00 p.m. There were no oral or written objections. Mayor Bonner declared the hearing closed.
Jerry Purdy, Design Alliance, reported that the demolition is well underway at City Hall and he gave an update on the findings.
Dept. Head Reports: Public Works Director, Wiebers, reported snow removal went well, hoping no more snow. Fire Chief, Snowgren, reported the dept. was busy with fires over the weekend. Library Director, Walley, reported that she completed interviews with 10 applicants for the Children’s Librarian and has forwarded information to the Library Board. Lego club has been a huge success. Police Chief, Bradley, reported that they held testing for the police officer position, which narrowed the applicants to 3. The MMPI testing is this week, so hopes to have a recommendation at the next council meeting.
Motion Leinen/Mahrt to re-appoint Lori Brotherton to the Tourism Board. Ayes: 5 Motion carried.
Resolution #2015-5 was introduced to adopt FY 15-16 Budget. Motion Ahart/Desy that the resolution is adopted. Ayes: 5 Motion carried.
Resolution #2015-6 was introduced accepting work on 2012 Traffic Signalization Project. Motion Desy/Leinen that the resolution is adopted. Ayes: 5 Motion carried.
Ordinance #1450 was introduced amending Chapter 68, Parking Regulations, to delete a parking space for persons with disabilities. Motion Mahrt/Rodriguez to adopt the ordinance. Ayes: 5 Motion carried.
Ordinance #1451 was introduced establishing a Parks & Rec Board. Motion Leinen/Desy to waive the 3rd reading. Ayes: 5 Motion carried. Motion Mahrt/Desy to adopt the ordinance. Ayes: 5 Motion carried.
Motion Ahart/Leinen to extend the current garbage contract with Carroll Refuse at the same price until 6-30-16. Ayes: 5 Motion carried.
Discussed the Denison Foundation. DMU is no longer giving the city money for the foundation, so need to decide whether to dissolve the foundation. Denison Foundation Board will have a meeting and discuss options.
Motion Mahrt/Leinen to approve the Temporary Special Event Permit Application from CDC for St. Patrick’s Day Parade on March 14th and waive the fees. Ayes: 4 Desy – Abstain; Motion carried.
Goal updates: Desy reported that they met with Todd Rausch, the hospital and school to discuss ideas. The next meeting is Tuesday. Ahart reported that he has been taking an inventory on priorities and taking pictures along Hwy 30. Next step is to talk to City Hall and check ordinances. Mahrt reported that Region XII should be started Mid-March on the Annexation Study. Leinen reported that the 2nd meeting for updating the handbook is on Monday, Mar. 9th. Rodriguez reported that he has not talked with Region XII yet about dilapidated properties. He had read a report from the League of Cities.
Mayor Report: None.
City Manager Report: Crawford reported that R.L. Craft had looked at Fire Station roof and gave us a bid of $2,998, so we will be getting that taken care of. When the mudjackers are here to work on Charles St., he will have them look at the undermine of the fire station floor.
PUBLIC FORUM – None.
Motion Leinen/Desy to go into closed session at 5:35 p.m. per Iowa Code 21.5(1)(i) for the hiring of Police Chief. Ayes: 5 Motion carried.
Returned to open session at 6:45 p.m. with no action taken in closed session.
There being no further business, the meeting was adjourned at 6:45 p.m.
