PSCo Front Range Pipeline – General Fact Sheet

Public Service Company of Colorado’s PSCo Front Range Pipelineconnects to our pipeline system from the Chalk Bluffs Hub. At the Hub, FRP interconnects with CIG, WIC, Southern Star, KMIGT, REX, and WestGas InterState Pipeline,with delivery into PSCo’s pipeline system at the Fort St. Vrain valve set. Gas can be nominated from the Chalk Bluffs Hub using existing TF and TI agreements, or through a separate PSCo Front Range Pipeline transportation agreement for delivery into multiple PSCo agreements at the Fort St. Vrain valve set. A surcharge will be assessed for transportation through this segment of pipe, as provided for in the TF-FRP and TI-FRP rate schedules.

Service Levels & Surcharge Rates

Firm Service with Primary Receipt Point

  • Capacity Reservation Surcharge is $0.273/Dth of Primary Receipt Point Capacity. No commodity surcharge is assessed for actual FRP throughput.
  • Capacity allocated per written request to switch to FRP as a Primary Receipt Point. Please refer to “Firm Capacity Request” in the Announcement section for additional information.
  • One year term, Nov-March term, or month to month term from April through October available

Firm Service at Secondary Receipt Points, and Interruptible Service

  • Commodity-only surcharge $0.024
  • The commodity surcharge will be posted on EBB prior to the month(s) in which it will be effective
  • Receipt Points are nominated and capacity allocated on interruptible basis
  • Capacity can be nominated on a daily basis

Contract Requirements:

  • FRP may be requested as a Primary Receipt Point under existing or new TF transportation agreements by submitting a written request by noon, 5 business days prior to the beginning of a month.
  • FRP can be nominated on an interruptible basis as a Secondary Receipt Point under a TF agreement or as an Interruptible Receipt Point under a TI agreement. If used as a Secondary Receipt Point or nominated under an interruptible agreement, no formal written request is necessary. Nominations must identify the upstream interconnecting pipeline (i.e., CIG, WIC at Owl Creek etc.) for confirmation and operational purposes.

Nominations:

  • Because this is a receipt point under an existing PSCo Gas Transportation rate schedule, the same business rules for nominations, confirmations and allocations as provided for under PSCo’s tariff apply.
