THE SMALL COMMUNITIES GRANT (SCG) PROGRAM PROJECT PRIORITY LIST AMENDMENT

DISCUSSION

The State Water Resources Control Board (SWRCB) adopted Resolution 2000-044 on June 15, 2000, approving the Implementation Policy for the Small Communities Grant Program (SCG Policy). The SWRCB later adopted Resolution 2000-067 on August 17, 2000, approving the Final SCG Priority List 2000 (Priority List). During the August Board Workshop, the SWRCB indicated the Priority List should remain open, allowing project movement into fundable classes after proof of eligibility, and to allow additional projects to apply for the Priority List. Based on the SWRCB’s direction, the Priority List will remain open allowing the Division of Clean Water Programs to periodically request additions or changes to this list.

After the Priority List was adopted, two communities that were not included in the fundable portion of the Priority List have provided additional documentation supporting their placement into class B. Additionally, four communities have requested to be added to the Priority List, and have provided documentation qualifying them for class B priority. The applicants are listed below:

  1. Murphy’s Sanitary District requests a change from class C priority to class B;
  2. Malaga County Water District requests a change from class C priority to class B;
  3. City of Livingston requests to be added to the Priority List as a class B Priority;
  4. City of Woodlake requests to be added to the Priority List as a class B Priority;
  5. Tehama County (Antelope Area) requests to be added to the Priority List as a class B Priority; and
  6. Kern County (Rexland Acres) requests to be added to the Priority List as a class B Priority.

POLICY ISSUE

Should the SWRCB approve the amendment of the SCG Program Project Priority List?

RWQCB IMPACT

None.

FISCAL IMPACT

The previously adopted Priority List included $46,970,548 of eligible project costs, excluding projects with construction funding commitments. The eligible costs for the five additional projects are $12,721,191. Therefore, the Amended Draft Project Priority List has a total eligible cost of $59,691,739. The SCG Subaccount currently has a balance of $17,705,355. Please see Exhibit A for the Amended Draft SCG Program Project Priority List.

STAFF RECOMMENDATION

The SWRCB adopt a Resolution that would approve the amendment of the SCG Program Project Priority List

ADOPTION OF THE AMENDED SMALL COMMUNITIES GRANT (SCG)

PROGRAM PROJECT PRIORITY LIST

WHEREAS:

  1. The Division of Clean Water Programs has prepared an Amended Draft SCG Program Project Priority List (Priority List) in conformance with the SCG Program Policy re-adopted by the State Water Resources Control Board on June 15, 2000, and based on recommendations received from the Regional Water Quality Control Boards;
  1. Six qualifying small communities have submitted necessary documentation to be included on the fundable portion of the Priority List;

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board adopts the Amended Small Communities Grant Program Project Priority List 2000, and will only consider funding projects in Priority Classes A and B, on a first-come-first-served basis.
