The Jersey Motorcycle & Light Car Club will promote clubman sand race meetings as follows:

1.  Jurisdiction

The meetings will be governed by the GCR’s and SSR’s of the MSA incorporating the International Code of the FIA. Final Instructions will be issued for each event.

2.  Course

The course will be determined by conditions on the day. The course will be marked by bollards on the straight line, and by bollards and or flags on each corner for each class.

3.  Entries and eligibility

The meeting will be open to members of the JMC & LCC, Guernsey resident members of the Guernsey Motor Cycle & Car Club and the Guernsey Kart & Motor Club. Entries must be received by the closing date of the event, made out on the official entry form and submitted with the fee of £30.00 for Juniors aged 14 to 16, to the Secretary of the meeting. Entries will not be accepted without the appropriate entry fee. Entries will not be accepted on the day unless agreed with by the Beach Secretary prior to the meeting. Entries are not refundable once a competitor has driven on the track and practising has commenced.

4.  Junior Car Competitors must be minimum age of 14 at time of event in cars up to 1400cc and must be two wheel drive, with standard production unmodified engine.

5.  Cancellations prior to the closing date will be refunded in full, after that any refund will be at the discretion of the Sand Race Committee.

6.  Insurance

All competitors and officials will be covered by Personal Accident and Competitors Third Party Insurance whilst practising and racing.

7.  Technical regulations

Fuel injection will be allowed with standard injectors but no turbo’s and standard ECU but only to cars fitted as standard. No body kits and/or space framing will be allowed or alterations to make the car lighter. However, removal of the interior trim and glass is permitted, and the driver’s window must have netting securely fastened over the aperture.

There will be a minimum of three and a maximum of four to form a class, and in championship races points will be scored irrespective of number who start and finish. Points will be awarded 10,8,6,5,4,3,2,1.

A change of vehicle within a particular capacity class may be permitted at any stage of an event (including the re-run of any races) subject to the approval of the Clerk of the course, providing that the vehicle has been passed by the technical official, A new entry form must be completed and relevant race numbers changed on vehicle.

Prior to competition competitors will perform observed laps as per the MSA Blue book.

8.  LADIES CHAMPIONSHIP

To be run concurrently with other championships, the winner being the competitor gaining the most points over the season.

9.  Licences

Car drivers must produce a valid 2016 MSA licence Minimum of Non Race National B.

10.  Scrutineering

All cars must be presented at the time and place advised in the final instructions, with the required items of clothing for inspection. Cars must be in a clean and tidy condition. Technical regulations will be strictly adhered to. Competition numbers of the correct size must be in place when the vehicle is inspected.

All old scrutineering tickets must be removed.

11.  Practice

Each driver will be required to complete two laps of the course before being allowed to start racing.

12.  Starting

Will be by the Jersey flag for cars, clutch start, with engine running. Cars will run clockwise. Maximum six cars.

13.  Sponsor decals

Any decals distributed by the organisers must be displayed throughout the meeting without fail. Cars must make available 450mm x 125mm space, directly above their competition number squares.

17.  Awards

Will be published in the final instructions for each meeting. All races count towards the championship. Competitors must drop the results from one event, or the equivalent number of races. Class championship awards will be presented at the annual dinner. Championship points will be advised in the final instructions and on the club website.

18.  Penalties

Competitors who permit any of their wheels of their car to cross the defined edges of the course will be reported to the Clerk of the Course, who may exclude or penalise the competitor one lap, unless such action was taken in the interest of safety, or due to the actions of another driver. Any driver who displaces the marking flags with either his machine, or any part of his person, may be excluded from the results. Drivers who are black flagged for driving recklessly will be banned from competing in his/her next race.

COMPETITORS ARRIVING LATE, WITHOUT PRIOR ARRANGEMENT, WILL BE EXCLUDED FROM THE FIRST CHAMPIONSHIP RACE.

19.  Marshalling Duties

Marshals will be in accordance with the JMC & LCC marshal scheme.

PLEASE NOTE: MINIMUM AGE FOR MARSHALLING IS 18 YEARS ON TRACK, OR 16 WITH PRIOR CLUB APPROVAL AND WRITTEN CONSENT OF PARENT OR GUARDIAN.

20.  Jewellery

All competitors must remove all jewellery (ear rings, tongue studs, face rings etc) prior to racing.

21.  Clothing

Helmets, flame retardant overalls and gloves must be worn to comply with MSA Blue Book 2016. (Section K)

22.  Fire Extinguishers

Car drivers support vehicles must also comply with this requirement if fuel is brought to the event. Fuel may only be brought to the event in metal fuel cans only. A 2kg Dry Powder Fire Extinguisher is required by each competitor to be kept by their vehicle in the service area.

23.  NOVICE DRIVERS

All competitors who have competed in less than one season (or seven events) must display a novice sticker on the boot of their vehicle.

24.  REFUSAL OF ENTRIES

The Committee reserve the right to refuse any entry on the grounds of reckless or dangerous driving.

25. ACCIDENTS & DAMAGE

All vehicles are to be re-scrutineered after any incidents. It is the competitors responsibility to have

there vehicle re-scrutineered.

It is a club rule that:

No rider or driver will be allowed to compete whilst disqualified for holding or obtaining a driving licence in Jersey.

No rider of driver will be allowed to take part in a training/test day whilst disqualified for holding or obtaining a driving licence in Jersey.

1.  BODY SHELL

The shell, bonnet, boot and doors must be original panels, as made by the manufacturer, i.e. - not lightened or fibreglass (unless fitted as standard), and must be corrosion free.

Bumpers maybe removed has long has there are no sharp edges, but mud flaps remain in place.

The bulkheads between the driver, the engine and fuel tank must be fireproof,

Both front doors must be able to be opened from inside and outside. Rear doors and tailgates must be securely fixed, with plates 100mm X 50mm X 3mm, to prevent them opening in an incident.

The driver’s door must have proper window netting in the aperture & it must be properly secured in place throughout racing. (garden fence netting, helmet netting or rope will not be permitted).

All bonnets and boot lids must be securely fastened by additional pins or straps. Engine lids must remain fully closed throughout racing.

The front windscreen, if fitted, must be a laminated type, with working wipers and washer.

All windscreens must be in a serviceable condition. Any windscreens with cracks or damage must be replaced or removed. If removed a 3 bar system must be fitted. 1 bar to each a pillar of not less than 25mm square or round and at least a 3mm thick. The centre bar maybe flat & a minimum of 25mm by 3mm thick. All bars must be welded. This would be combined with the use of steel mesh, 25mm square maximum and no less than 2mm thick (welded) in place.

Polycarbonate windscreens are not permitted.

Any sunroof/T-bar must be plated and riveted and all glass removed.

The passenger seat must stay in position with a working seatbelt or harness.

Internal Bonnet catches must be removed

Cars must have front and rear tow points clearly marked.

No convertible vehicle will be accepted unless it is fitted with a hard top clam shell type roof.

2.  ROLL OVER BARS

Roll over bars - Not mandatory but highly recommended.

3.  GEARBOX

The gearbox must be kept to the original manufacturers specifications for that model.

4.  AXLE

No limited slip differentials will be allowed and no welded differentials.

5.  SUSPENSION

Suspension must be kept to original design and only use the manufacturers mounting points, however,

shock absorbers and springs are free.

6.  WHEELS

Wheel width and diameter must not exceed the manufacturers original specifications for that model.

7.  TYRES

Only road tyres are permitted, As per MSA blue book 2016 list 1A and must not be hand cut. Tyre width or diameter must not exceed the manufacturer’s original specification for that model. Tubes MUST be fitted. Town and country type tyres are not permitted.

8.  SEATS AND SEAT BELTS

Seats are to be securely fastened and be of sound construction. If the original seat mountings are not to be used, strengthening plates must be fitted on the underside of the floor pan or sills,min area of 40sq cm, min of 3mm thick for steel or 5mm thick for alloy. Each seat to be attached to the shell via a min of 4 mounting points, 2 at the front, 2 at the rear, using bolts with a min diameter of 8mm and minimum 8.8 grade. Seats must have a head restraint, and seat backs must be secure. Seats to be non adjustable. The passenger seat must remain in position. Racing seats are recommended, but not mandatory.

A full harness seat belt must be used, securely fastened (as per seat). They must be a complete set i.e. all matching in make/date & corrosion free. Parts from other harnesses will not be accepted.

E marked harnesses are not acceptable. Seats must not slide or tilt.

9.  ELECTRICS

The vehicle must be fitted with a working cut out switch, to be operated by the driver when seated, & with a separate pull cable fitted on the right hand scuttle at the front or rear of the vehicle, and both to be clearly marked with a warning triangle.

Ignition and fuel pump switches to be marked on / off.

Batteries must be securely fastened and terminals must be covered to protect from short circuiting and sparking.

High intensity red rear lamp to be fitted at the rear of the car at eye level, (when seated in car) in working order, clearly marked on / off on the dash. A minimum of 21 watts with a surface area of not less than 50mm squared and with a lens and reflector to EU standards for use in inclement weather or under instruction of the clerk of the course. Headlights must be removed for racing. At least one working brake light must be fitted in the rear windscreen aperture or at eye level. Original tail lights maybe used if not cracked or broken. Original charging system must be fitted, and in working order.

10.  FUEL

Only pump fuel is permitted, methanol and octane boosters are banned.

If fuel lines run through the cockpit, they must be metal, or aeroquip type. No push fit or jubilee type connections will be permitted in the cockpit.

11.  RADIATOR AND PIPES

A larger radiator may be fitted in original location, or fitted at rear. If fitted at rear all pipes passing through the cockpit must be of metal construction, with top and bottom radiator hoses facing towards the rear of the car. Radiators at the rear must be leak free and in a serviceable condition. Radiator pipes running through the cock pit of the car must be insulated to avoid burning the driver and also painted red. A bulkhead around the driver’s side seat of the vehicle must be in place, to protect the driver, and to avoid the driver from being burnt from radiator failure.

12.  EXHAUST SYSTEM

Open pipes are permitted, but not encouraged, and must not extend more than 150mm beyond the rear of the car. Side exhausts must terminate behind the mid point of the wheelbase of the vehicle, and must not extend more than 13mm from the side of the car. All pipes must terminate to either side of the vehicle or to the rear. Exhausts that terminate under the vehicle will not be permitted. All vehicles must comply with the MSA noise limits of 108db at a 0.5m test or 96db at a 2.0m test. Both tests at 3/4 throttle max. However, should there be a drive past test and vehicles are found to be higher then required db level, it will be at the discretion of the Clerk of the Course as to whether that vehicle is deemed to loud to continue.

13.  MUDFLAPS

Mud flaps must be fitted to all four wheels extending to minimum of 40mm either side of the tyre tread and to maximum of 75mm above the ground these must be at least 4mm thick. Mud flaps can not be made of cut up rubber mats or carpet.
