Announcements

Based on previous presentations and panel member feedback between meetings, here are potential recommendations to forward to the Child Health Advisory Committee. We made an effort to compile a list that is both representative and inclusive of the approaches and potential recommendations discussed. In some instances, to streamline discussion, we combined multiple ideas into a single bullet point.

1:10Data Improvements, Research

  • Support public health surveillance of maternal and child health issues, including PRAMS and FIMR [also listed under Legislative Priorities]
  • Explore alternative data collection systems to promote focused, readily-accessible, usable data for research, monitoring and measurement of quality
  • Continue to explore other successful programs, both nationally and internationally

1:40State-Level Policy Change

  • Apply for and implement Medicaid 1115 Waiver for birth-spacing

1:55Legislative Priorities

  • Support public health surveillance of maternal and child health issues, including PRAMS and FIMR [discuss if data improvement recommended]
  • Secure funding for Medicaid 1115 Waiver for birth-spacing [if recommended above, matching 10% funding will be required for implementation]

2:10Endorsements of Current Initiatives or Programs

  • Endorse federal Healthy Start and FIMR programs as best practices
  • Promote Safe Sleep program in partnership with SIDS Network of KS and SAFE Kids
  • Support State Genetics Plan to develop state capacity to address causes of early death and lifelong disability
  • Support perinatal health collaboratives, such as the Perinatal Council and perinatal casualty studies

2:30New/Enhanced Partnership

  • Endorse partnership between Child Death Review Board and KDHE to enhance review of neonatal and infant deaths

2:50Improved or Modified Approaches to Care, Services, or Reimbursement

  • Promote preconception health,as well as healthy behaviors during pregnancy (e.g., abstinence from alcohol, tobacco, and other drugs)
  • Improve access to prenatal care, including suggestions such as
  • Improve pregnancy dating through a program to provide early, low-level sonograms
  • Earlier care
  • Targeted care planning involving multiple services and agencies
  • Centering care/group prenatal visits
  • Provide genetic counseling services through the state; consider telemedicine options
  • Institute guidelines for perinatal care to promote babies delivering in optimal circumstances, including improved perinatal transport systems and pay-for-performance
  • Promote a perinatal-neonatal collaborative for quality improvement
  • Implement comprehensive community-based interventions, including suggestions such as
  • Implement Perinatal Periods of Risk approach
  • Consider social determinants/impact on infant mortality
  • Improve access to community supports
  • Focus on high-impact geographic areas or populations
