SELECTMEN PRESENT: Steven N. Wawruck, Jr., Dennis Gragnolati and Michael Russo

CALL TO ORDER:
First Selectman Wawruck called the Special Meeting to order at 12:05 p.m.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was observed.
PUBLIC INPUT (Agenda Items Only):
Douglas Glazier of 167 Taft Land – felt that residents should be given an opportunity to have an open dialog at the proposed Town Meeting because of the controversy surrounding the settlement Agreement for Robert Koistinen.
DISCUSSION REGARDING PROPOSED KOISTINEN SETTLEMENT:
The Selectmen felt that as many residents as possible should be given the opportunity to vote on the proposed Agreement. In order to alleviate anyone’s concerns questions and answers can be sought at the Town Meeting to gain a full understanding of the settlement terms. The Town Meeting will adjourn to a Referendum for vote.
SET TOWN MEETING DATE – KOISTINEN SETTLEMENT
Selectman Russo moved to set a Town Meeting date for Thursday, March 5, 2015 @ 7:30 p.m. to consider and act upon a resolution to appropriate $460,000.00 and to accept the Agreement between the Town of Windsor Locks, Robert Koistinen & the IBPO Local 523; and also to set a Referendum Date for Tuesday, March 17, 2015 between the hours of 12:00 noon and 8:00 p.m.. Selectman Gragnolati seconded the motion. All were in favor. Motion passed.
Mr. Glazier felt that the Town Meeting Notice should specifically state that full discussion of this proposed settlement will take place before the Referendum takes place.
Joseph Calsetta suggested that the Board of Selectmen set a Public Hearing at 7:00 p.m. that night to allow for full discussion in a more open forum than would be allowed during a Town Meeting.
Selectman Gragnolati moved to set a Public Hearing date for Thursday, March 5, 2015 at 7:00 p.m. to allow for open discussion to take place to give a full understanding of the proposed Agreement. If necessary the Public Hearing can continue following the 7:30 p.m. Town Meeting. Selectman Russo seconded the motion. All were in favor. Motion passed.
ADJOURNMENT:
There being no further discussion or information to come before the Board of Selectmen;
A motion to adjourn the meeting at 12:12 a.m. was made by Selectman Gragnolati and seconded by Selectman Russo. All were in favor. Motion passed.
