Secondment opportunity in the NetworkManagement (NM) Directorate

System Upgrade and Architecture

The System Upgrade and Architecture Unit needs to ensure the completeness of its software specifications by integrating state-of-the-art solutions deployed by European ANSPs.

NM IT applications cover the following domains: airspace information, flight plan management, flow and capacity management and post-operation reporting, including the ways in which the information is provided to the users through B2B or B2C.

Task description:

The secondee will contribute to the elaboration of functional requirements and of technical specifications in support of NM R&D activities and deployment projects, addressing the exchange of information with ANSP systems and implementation of the 4D Trajectory.

The secondee will work together with the technical specialists (business/architecture) to formalise software specifications on the basis of user requirements and to drive software production to ensure alignment between the software application and the user requirements.

Profile:

  • Master’s degree in an engineering domain (IT) or Bachelor’s degree with experience.
  • Knowledge of industrial FDP systems, in particular 4D trajectory calculation.
  • Knowledge of at least one business domain: aeronautical information management, flight planning process, flow and capacity management.
  • Knowledge or experience with Internet technologies.
  • Knowledge of and experience with the software requirements management process and tools.
  • Experience with software specifications.
  • Proficiency in writing technical documentation in English.
  • Good interpersonal and communication skills.
  • Professional conduct in line with corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team player approach.
  • The working languages of the Agency are French and English. Applicants should be fluent in English (oral/written).

Place of assignment:

EUROCONTROL Headquarters (Brussels).

Duration:

The secondment is for a period of 12 months.

Applications are accepted from “officials”, whether civilian or military, from a public or semi public authority in a EUROCONTROL Member State. Servants of bodies, public or private, responsible in the Member States for air navigation services or other related services may also apply.

Applicants need to be proposed or supported by their national authority or organisation releasing the secondee.

Additional information:

The secondment is considered a mission to EUROCONTROL and needs to be supported by the national administration ororganisation releasing the secondee whichcontinues to pay the salary. As far as allowances are concerned, EUROCONTROL reimburses travel expenses and may grant various allowances pursuant to chapter 2 of the rules applicable to national officials seconded to the Agency. Please refer to the attached rules.

Please note that the allowancesstated on page 4 have been reviewed as follows:

Accommodation allowance (meals, drinks, etc.)

-EUR 14 for lunch

-EUR 29,50 for the evening meal

- a further EUR 31 per night spent at the place of assignment within the meaning of Article 9 of the above rules.

2. If the secondee fails to submit his/her bill, he/she shall be paid a flat-rate sum of EUR 59, subject to the conditions relating to presence at the place of assignment provided for in Article 9.

Article 12

Travel expenses

If the place of origin is located at a distance of 40km or less from the place of assignment, the national official shall be reimbursed daily travel expenses and a daily allowance of EUR 14 for each day of attendance.
