POST: Head of Commercial & Social Enterprise

LEVEL: G5 – Head of Function

FUNCTION: Commercial & Social Enterprise

LOCATION AND SETTING: Based in Poole & Bournemouth with travel, primarily within the southern region, will be required

REPORTS TO: Chief Executive

OVERALL PURPOSE:

To implement, develop and deliver centres of social enterprise excellence that both create training and work opportunities for customers of BCHA and similar organisations and produce profitable businesses to reinvest into the organisation. To amalgamate several existing social enterprise initiatives and to start-up a new catering function and furniture and white goods warehouse. To deliver and regularly review the 5 year business plan and to identify new sales outlets for these services across our sector and with other private sector organisations.

To establish and lead a suitably skilled, qualified and professional team of staff recognised by stakeholders, service users and staff colleagues as experts in their specific field with the aim of providing outstanding customer service, quality products and high levels of job outcomes for BCHA residents and service users.

KEY RESPONSIBILITIES:

Strategy

1.  Identify and pursue opportunities for creative and innovative business development through effective networking, market research, and analysis of opportunities for Social Enterprise income generation and surplus.

2.  Develop, obtain approval for and implement an organisation wide strategic approach to social enterprise and employment for residents and service users, learning and continuing education, meaningful activity, and volunteering, which ensures the organisation is recognised for its expertise and as a leader in these key functions.

3.  Continually develop strategies and the Business Plan for the growth and development of the enterprise to maximise unrestricted income for the BCHA group through value driven, ethical and profitable services.

4.  Create and maintain a future business development group looking at new possibilities and emerging political and funding agendas to contribute to business growth and expertise

5.  Maximise potential income streams and grant applications from social enterprise projects across BCHA and its social enterprise subsidiary Sequal Solutions.

6.  Contribute to the overall management and direction of the organisation as part of a senior management team.

7.  Represent the Association and liaise with local authorities, employment services, DWP, DIUS, DCSF, Learning Skills Councils, Adult Education colleges, key partners, developers and other external bodies to retain existing projects and contracts, while identifying and progressing opportunities for new business

Operations

8.  Embrace and promote a culture of continuous improvement, quality, value for money and consultation in relation to service development and delivery.

9.  Prepare initial feasibility studies to determine the viability of projects and/or new ventures and prepare PQQ’s, bids and tenders for submission to funding bodies.

10.  To agree with the Chief Executive and set targets for the enterprise identifying and seeking new business opportunities through innovation and creativity and effective networking with potential partners and customers

11.  Maintain a working knowledge of policy, legislation and regulation relating to people development and employment, including national needs strategies around training, learning, skills and education. Similarly, develop a working knowledge and understanding of policy, strategy, legislation and good practice relating to learning, skills development, volunteering and back to work potential.

12.  Attend relevant internal and external meetings, as well as conferences and seminars.

13.  Maximise the use of Volunteers, developing service user involvement and recognising achievements.

14.  Ensure that complaints and audits are dealt with effectively and promptly, and that identified areas for improvement are acted upon.

Management

15.  Lead and manage the current and future Sequal Solutions teams, and represent Sequal internally and externally.

16.  Produce and present reports to Chief Executive, Directors, Head of Functions, Senior Managers, Board and functional committees.

17.  Develop, Review and Implement policies and procedures, Volunteering, Learning and Employment functions.

18.  Manage services contracts and programmes to high quality standards, excellent levels of customer satisfaction, competitive costs and evidenced Value for Money. To achieve this objective, ensure that a programme for audit/review of services is in place and implemented.

19.  Create and sustain a dedicated team of staff suitably trained and qualified to deliver high quality services which conform to the external standards and accreditations cited within the overall purpose of the post.

20.  Hold staff meetings, individual supervision meetings with staff, and staff development reviews regularly and at least to a minimum frequency in accordance with policy and procedures

25.  Other duties that may be requested from time to time by the Director or Chief Executive which are commensurate with the level of the post.
