INTRODUCTION

Community Action Plan (CAP) is grass root planning document of Female WCBO- Al KhairCommunity Organization, Gara Pather, and UCJattater whose main objective is to collect basic village wise detail data through community.

Background:

According to the elders of the Pather is the name of person pather which is so strong and healthy and power fuljust like a stone so this person is,before 150 years this man comes from Darya khan and belongs to Bond Qoam. KP-SADP formed a CBO in village Gara Pather Alkhair Women Community organization. Major tribes living in Gara Pather , village are Purely belongs to jhattMasudWazir and Ghandapur It has 530 house hold and its total population is 6250 the Organizing CAP in village Pather meant to explore strengths weakness, opportunities and threats (SWOT) of the village, so that better and valid suggestion may be extended against the issues of the village.

GEOGRAPHICAL LOCATION

Gara Pather is situated at West side at 10 km from Tank City. In north of Gara Pather , village upper Pather is located at a distance of 2 km , in south village chadrar is located at a distance of 4km and in West, warankanal at 2km and at East Dabara is located at a distance of 4 km.

Social Mobilization

Gara Pather, is one of the village of UC- Jattater, the Al khair Women CommunityBased organization mention above covers the main part of village Gara Pather while more WCBO is needed to cover all the village of Gara pather. Village Gara Pather, has 530 HHS, out of it KP-SADP field team introduced program and successfully organize WCBOCommunity having membership of 33 including Executy body members namely the chairman,General Secretary, ViceChairman, treasurer and executive body member were selected by raising hands.After the formation of WCBO than formed the 3 Subcommittee from this whole committee, which is Project Committee, Audit Committee& O&M Committee.

it is a mohallah base WCBO, almost all the tribes have their participation in one another As District Tank is very sensitive Area from the WCBO formation point of view but keeping in view the Problems and issues they are facing in their daily routine life so KP-SADP staff played an instrumental role in social mobilization through regular meeting with community, awareness raising and self-reliance. KP-SADP facilitated the community for their strategic felt need and conducted community assembly for women to motivate the members in the CAP meeting. OBJECTIVE OF CAP DEVELOPMENT

  • Identification of hurdle in the way of village and women.
  • To suggest and develop the mechanism for community led development interventions.
  • To plan and strategize available resource for over all community development and specially women development through analyzing community issues, womenissues, resources and opportunities.
  • To contribute in the improvement of living standard for maximum community.
  • Creation of self-initiative for the solution of their problems.
  • To realize them them for importance of establishment of their linkages with line department for the solution of their problems.

GROUP AND TRANSECT WALK:

Focus Group discussion and Group work held with community of Al khair WCBO Maximum information in the preparation of CAP were collected from focus group discussion & Group workwhich was given by female organization members? By using different techniques community members present their Future Development idea for future.

OUR VISION:

Empowered community members giving free environment and they are be able to solve their problems. To live in such envirment where they got basic needs eighealth, educationetc.Toprovides such environment to the members so that they should utilize their skills & earn their livelihood and making be able to cover the project intervention.

SOCIO-ECONOMIC SITUATION

In this part the all information were built up by at community members .This WCBO Al khair consists of 33 houses. The main tribes are four majorities of which are Jhaat,Mahsood, wazir and Ghandapur if a major problem created then the people solve by self-discussion & women have no part in decision making.

According to wealth ranking ranging the people are divided into 4 categories. Rich, well off, poor, poorest. They have the resources according to their own category. Their house construction & standard of living is different majority houses are bricks & mud made.

AGRICULTRUE

The total agriculture land in Gara Pather is approximately 10000 canals, in which 4000 canal is irrigated and 6000 is barren due to non availability of water.MrRasheed Khan has the person in this village which has 1100 kanal land. Tank Zaam Dam is the major source for irrigation which is situated at a distance of 30 km. Agricultural land is mostly affected by flood or scarcity of water. The main source of income of the CBO/Inhabitants of Village Gara Pather, is agriculture, they are directly and indirectly involve in agriculture i.e. beside other sources like Govt. service, livestock, and skilled labour. According to information shared by the community members 50% of the peoples are involved in agriculture 50% of the peoples earning proportion of population totally depend on agriculture. There is acute problem of drinking water in the whole area. As agriculture is the main source of income and agriculture and livestock is part and parcel to each others. Land structure is plan and mostly effected by water lag.

As the community has landholding and cultivate crops such as, wheat, mostly due to scarcity of water they land are not giving them the desire result,

While discussing issues associated with agriculture sector community mentioned that the community has no water for their crops, timely access to fertilizers and certified seed at their village. Unavailability of improved seed in time and other modern technology and technical expertise for agriculture also persist.

Water lag is the major problem for agricultural land in this area.

LIVE STOCK

As it is a well-known fact that agriculture and livestock is part and parcel to each other, Community also depends on livestock both for domestic and earning purposes. During the transact walk I saw huge number of livestock while coming back by their owners/Sheppard. Almost 350% people of that area directly involved to livestock. Therefore they used to keep goats, sheep’s, cows, Buffalos, donkeys, camels, oxes and poultry within their houses. In village Gara Pather farid Abad there is considerable number of livestock mentioned below.

The above table shows that livestock raring in village Gara Pather, is comparatively high; most of the dwellers are involved in livestock raring, management and business. Both the community men and women are supposed to do livestock raring and management. But it is mentioned by community that they are using traditional old methods for this purpose and never attended training on the subject matter. There is also lack of facility to provide cure to livestock related diseases having no linkages with service provider. There is no veterinary centre in the whole village. The community members demanded Civil Veterinary Centre (CVC)/Civil Veterinary Dispensary (CVD) to prevent livestock from various diseases and control livestock mortality. The areas have a different Animal Diseases.

EDUCATION

Academic situation more or less is the same as in other areas of district Tank. Education in rural areas suffers badly due to non-availability of school. The whole village has only one male and one female primary school in which there is 200 students and one teacher in male school and 200 students and 2 female teachers respectively., there is no middle and high school both Boys and Girls in this village the children goes to tank city or nearest village for education. The Main reason of low ratio of education is the non-availability of education facilities at village level such as there is no GirlsHigh school. The education ratio of male in village Gara Pather is such as 0 MA (M),1 BA (M), 6 FAs (M),60 matric (Male) and 100(M) middle and primary, whereas there is 0MA(F)0 BA(F) FA,0 and 10 matriculate female in the whole village Gara Pather .It is low rate due to non Availability of Girls School in this particular Area.

HEALTH

The whole community is derived from health facility such as there No Hospital,BHU and health centre at village level. The people used to approach to DHQ Tank & D.I.Khan for major and serious cases. On the women side there is no MCC/FHC, during delivery cases patients are carried to DHQ.Tank and sometime female causality has occurred as there is no facility for reproductive health & family planning. Water born diseases are also common in the area due to lack of proper sewerage system. The most common diereses are Maleria,TB,Typoide,Choalra,allergies etc.

GOVERNEMENT FACILITIES

All the households in locality have access to electricity, mobile services facility is even available in remote and far flung areas of the country and considered a good development in the field of communication, community members stated. They all requested for schools in this village from government or non Govt organization.

WATER & SANITATION

Village Gara Pather, inhabitants are severely suffering from sanitation and street problems .According to the Community members there is a place Gomal Zaam some 30kms away from the village if and water comes from that it will easily irrigated their barren land .Water table in village Gara Pather , is 300ft-450ft for pressure pump and 1000ft-1100ft for tube well water. There are also some pouches of water in the village and these are the small underground water tanks made for drinking water purpose because of poverty, they can’t afford pit latrines. Street of the village are totally unpaved and there is no proper sewerage and solid wastes disposal system in the entire village.

WOMEN DEVELOPMENT

Traditionally the women are supposed to live within houses and undertake productive, reproductive and community tasks. As a part of their productive tasks women do embroidery, stitching etc. but there is no vocational center to enhance the skills of both men and women and give them opportunity to sell their products for income generation. The male Due to male dominating society the decision were mostly done by male side.Strongparda concept is obeyed in this village and their women are strickly followed the order of their male.to enhance their skills technical vocational centre is needed.

DISASTER PREPAREDNESS

The area is prone to some natural and manmade disaster likes flood, drought, earthquake and environmental issues. But the respective community has no awareness about disasters; therefore there are no disaster preparedness and risk management strategies at local level. Due to flood their land, houses and properties are affected.

OTHERS

WCBO is absolutely lacking in social structure like education, health & Sanitation and environment, there are no streets lights even streets are unpaved.

The phenomenon of unemployment is also common as the whole nation suffers. About 50% of population of earning age is unemployed and with no income to fulfill their basic needs.

SEASONAL CALENDARS

Community men draw their respective seasonal calendars. The purpose of seasonal calendar is to point out and document community engagement during the whole year. The calendar also shows availability of community for development interventions and other engagement of community with socially given activities. The activity also shows community role in agriculture, livestock, education and other sectors of development. There seasonal calendar revealed that community has comparatively with more time for development interventions during winter and spring seasons.

The given tool described professions of the target community. This information is for that proportion of population who is earning and has economic responsibilities of their household.

Above table shows 20% of the peoples belonging to agriculture and livestock 15%, 35% are labors, Government servant 5%.and 25% have own busnies.

WEALTH RANKING

Through a PRA tool called wealth ranking participants categorized community into four major economic categories poorest of the poor, poor, better off and well off.

During these exercises community classified 27 community households under these four categories.

The given chart shows that 02 HHs of the total households of village Gara Pather are well off, 10 HHs are better off, 14 HHs are poor and 01 HHs are poorest of the poor according to the criteria developed by the community for wealth ranking. The criterion for the ranking purpose is given below.

Need Prioritization:

Need prioritization is one of the tool by whom one can easily asses the awful need or any sort of problem/issue facing by any kind of community; it may be like rural, business, urban etc. As is self-explanatory needs/problems/issues should be written in a tabular form in this tool then the people will grade/prefer the direst need they facing and should be written in a prioritized form.

SITUATION ANALYSIS

CAP is a crucial activity from the community needs and overall analysis of the CBO point of view with whom the project is carrying out various interventions. As mentioned above WCBO consists of 500 hh of village Gara Pather, distt.Tank, major tribe is in Gara Pather Village is Jhatt and Masud Ghandapur and WazirThe member in the meeting gives their opinion/consultation about the problems/issues they are facing in their daily routine life There were 47 persons present in the meeting, from the age of 18 to 80 years old,
