Ø ONE DRUG TRAFFICKER HELD - 500 GRAMS OF FINE QUALITY HEROIN SEIZED.
Ø PRICE OF HEROIN IN INTERNATIONAL MARKET IS APPROXIMATELY RS.50 LAC.
INTRODUCTION:-
The Narcotics Cell of Crime Branch, Delhi Police has arrested a person and recovered 500 grams of heroin from his possession.
INFORMATION, TEAM AND OPERATION:-
An input was received in Narcotics Cell of Crime Branch that a person namely Rehmat is indulging in the sale & supply of heroin.
Immediately, a team led by Inspr Sanjay Gade, comprising of SIs Sumit and Rajni Kant, HC Narender, Consts Manoj and Satyender was constituted to develop the information and nab the culprit, under the close supervision of ACP Zile Singh and overall guidance of DCP Bhisham Singh.
On 27.09.2013 a specific input was received by SI Sumit that a person namely Rehmat, who is residing at H.No. B-624, JJ Colony, Bawana, Delhi is indulging in trafficking of heroin in Delhi and he would come near Hanuman Mandir Nehar, Bawana, Delhi to deliver the consignment to a contact. A trap was laid and at the instance of the informer, the accused was apprehended. He was identified as Rehmat s/o Md. Alam and during his personal search, 500 grams of fine quality heroin was recovered from his possession. Accordingly, a case vide FIR No.165 dated 28.9.13 u/s 21 NDPS Act was registered at PS Crime Branch.
INTERROGATION:-
During sustained interrogation, the accused has disclosed that a few years back, he was a drug addict and had undergone rehabilitation treatment. Thereafter, to earn money in a speedy manner, he started selling drugs due to poor financial condition of the family. On 28.09.2013, when he came to deliver the consignment to one of his contacts, he was caught red handed.
PROFILE:-
Rehmat s/o Mohd. Alam r/o H.No.B-624, JJ Colony, Bawana, Delhi, age 44 years is an illiterate. He is married and having nine children out of his two wives.
RECOVERY:- 500 grams of heroin worth Rs.50 lac in the international market.

The staff of AATS West District has done a good work by arresting a notorious autolifter namely Manoj. With his arrest five cases of Motor Vehicle theft have been solved.

TEAM & INCIDENT
In view of the increasing number of vehicle thefts in Delhi, special efforts are being made to identify the gangs indulging in autolifting. The Anti Auto Theft Squad (AATS) West District had been activated. On 27/9/2013, at 5 ‘O’ clock, a specific information was received that one autolifter in a Santro Car No. DL4CP 4830 would come at Outer Ring Road near Peera Garhi Bus Depot along with stolen car. A team comprising of SI Naveen Kumar, HC Dilbag Singh, HC Ajay Kumar, HC Praveen , Ct Maninder, Ct. Sanjeev, Ct. P Tirkey, Ct. Sudama, Ct. Virender Singh and Ct. Ankit, under the supervision of Inspr. Satvir Singh and overall supervision of ACP/Operation Sh. Narayan Singh was constituted. A trap was laid. At the instance of informer, he was apprehended by the staff. During enquiry, his identity was revealed as Manoj Kumar S/o Sh. Rajna R/o Flat No. 206, Kasi Ram Colony, Dadri, Distt. G.B. Nagar UP. The accused has been arrested vide DD No. 7 dated 27.9.13 U/s 41.1 (d) Cr.P.C. AATS West. The recovered car from his possession was found stolen from the area of PS Vijay Vihar. Efforts are being made for search of his associate. On sustained interrogation, the staff have recovered total number of vehicles stolen from different parts of Delhi as per the detail given above.
INTERROGATION & MODUS-OPERANDI
Manoj Kumar was born in 1992 in the family of Rajna at Dadri UP. He is having four brothers and two sisters. The family was facing acute financial crisis and thus he left his studies and started working in a welding shop where he used to get a little amount to meet his livelihood. Gradually, he came into contact with notorious criminals and started stealing the cars having CNG Kits and accessories. His modus operandi was to identify the old vehicles in the area which are parked in the dark area. The accused used to commit theft with the old keys. He was also arrested in 2013 for committing auto theft in Delhi.
Staff involved in good work is being rewarded suitably.

One Robber Arrested with the help of Member of Eyes and Ears Scheme & robbed Cash recovered.
Police personnel of Police Station Kirti Nagar, West Distt. has arrested one robber, namely Ravinder @ Choti red handed with the help of one public person, also member of Delhi Police Eyes and Ears Scheme, namely, Ramesh who is a Security Guard at 66 DLF Industrial Area, Patel Road. The accused along with his associate had robbed one mobile phone and Rs. 400/- cash from an auto driver.

Ravinder @ Choti S/o Sh. Sita Ram R/o G-12, Karampura, New Delhi, age – 38 years. He is a History Sheeter of PS Moti Nagar and has been involved in many cases of robbery/snatching. He is a drug addicted.

INFORMATION/OPERATION
On 25.09.2013 while an auto driver namely, Ram Narain stopped his auto near 66 DLF area, Patel Road for a while, suddenly two persons appeared there. The duo overpowered the driver and robbed his Rs. 400/-, his mobile phone and fled away. Immediately the driver shouted for help and one private security guard who was identified as as Ramesh, Security Guard at 66 DLF Industrial Area, Patel Road rushed for his help and Ct. Prem Veer 2904/W who was on patrolling duty also joined him. They succeeded in apprehending one of the accused after a short distance. However, his associate managed to escape. On interrogation, the accused disclosed his identity as Ravinder @ Choti. The robbed cash was recovered from his possession. The private Security Guard is being suitably rewarded for responding promptly for his swift action and courage displayed in apprehending the culprit.
Staff involved in the good work is also being rewarded suitably.

TRAFFIC ADVISORY-BJP RALLY AT JAPANESE PARK, ROHINI
ON 29.09.2013
The Bhartiya Janata Party is organizing a massive public rally at Japanese Park Ground, Rohini on 29.09.2013 at 1000 hours. Sh. Narendra Modi, Chief Minister of Gujarat and Prime Ministerial candidate of BJP along with many senior leaders of BJP will participate in the Rally. A large gathering is expected to attend the Rally from states of Delhi, Haryana, Rajasthan, Uttar Pradesh and adjoining places.
Elaborate traffic arrangements have been made for the Rally. More than 1000 buses and 3000 passenger vehicles are expected to come for the Rally from Delhi & outside.
Use Metro
Delhi Traffic Police strongly recommend that all participants and those who wish to join the rally should avoid private vehicles and use Delhi Metro Rail till Rithala Metro Station which is very close to the venue.
Diversions for Goods Vehicles:
Due to rally, congestion is expected on the route of the rally and in Outer District from 8.00 a.m. Mostly from Mukarba chowk to Peeragarhi Chowk on Outer Ring Road, from Wazirpur depo to Rithala Metro station Badli village via Bhagwan Mahavir Marg and from Punjabi Bagh Chowk to Azadpur. To reduce traffic congestion, goods vehicle will be diverted at:
1. Shahbad Dairy
2. Peera Garhi Chowk
3. Wazirpur Bus Depot
4. Mukarba Chowk
Ø No vehicle will be allowed to park on the arterial roads in and around the venue of rally. Heavy penalty will be imposed on all such vehicles.

Vehicles coming for the rally are instructed to follow directions of Traffic Police officers posted on the routes of the rally and in the vicinity of the rally.

a) Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.
b) And whereas, it has been noticed that Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No. 30 ( Part-1 & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of vehicle in records of Transport Authority. This is to circumvent the requirement of Section -50 of the Motor Vehicle Act, 1988, that the facts of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.
c) And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Vehicles. Such second vehicles are likely to use for commission of crime like robbery etc. and may be used even in terrorist activity.
