Business & Fiscal Operations Division

Business & Fiscal Operations Financial Svcs Manager (CandiClarno):

Responsible for providing vision, strategic direction and operational guidance for all financial, administrative and PMO services provided by ISD. Provides oversight for performance management, ISD payroll, customer billing, general accounting, contracts and procurement and the Project Management Office (PMO). Provides coaching, management and direction to staff within the division.

Performance & Payroll Supervisor (Shawn Yu):

Responsible for performance management, payroll functions, training for ISD staff, front desk support and department facilities. Responsible for coaching, managing and leading staff within these areas.

Project Accounting/Billing Supervisor (Michael Press):

Responsible for supporting ISD’s project accounting and billing systems. Provides oversight for customer billing, service request additions/changes, project accounting, and the telephone billing system as well as working with customers and staff on billing issues. Responsible for coaching, managing and leading staff within these areas.

Accounting Supervisor (Eric Fan):

Responsible for supporting all general accounting functions within the department. Provides oversight for accounts payable, fixed asset accounting and accounts receivable. Responsible for coaching, managing and leading staff within these areas.

PMO Manager (AditiKelkar):

Responsible for support of the department’s Project Management Office as well as procurement activities. Provides oversight for the PMO, resource planning, contract development and procurement. Responsible for coaching, managing and leading staff within these areas.

Client Solutions & Customer Service Deputy Director (Kathleen Boutté Foster):

Responsible for providing vision, strategic direction and operational guidance for all customer-facing IT services provided by ISD. Provides oversight for application support and development, content and collaboration support and development, security and email services, CJI integration services, and client services to include desktop, service desk and call center operations. Provides coaching, management and direction to staff within the division.

Application Manager (Tony Yuson):

Responsible for the application support and development program. Provides oversight for operations, development, enhancements and projects relating to applications that are externally hosted, SAAS, Cloud or hosted by the County. Responsible for coaching, managing and leading staff within the application program.

Application Support Supervisor (Katie Tran):

Responsible for coaching, managing and leading the staff involved with application support and development. Provides oversight and guidance for the application support team as well as hands-on support activities.

Content & Collaboration Manager (Beverly Thames):

Responsible for the support and development of the County’s ECM/Content Management, Geographic Information Services (GIS), Open San Mateo (web services) and Open Data support and development program. Provides oversight for operations, development, enhancements and projects relating to the Countywide services that provide online content and collaboration tools along with open data principles. Responsible for coaching, managing and leading staff within the content and collaboration program.

GIS Lead (Rumika Chaudhry):

Responsible for providing strategic direction in GIS, managing the workload of the GIS team and providing operational and project oversight for GIS activities and initiatives.

Information Security Officer & Email Manager (Stormy Maddux):

Responsible for the policies and vision of the County’s security. Responsible for the support and development of all security tools/processes, email operations and cardkey services. Responsible for coaching, managing and leading staff within the Security and email program.

CJI Project Director (Gloria Kanu):

Responsible for the CJI project portfolio oversight and operations relating to CJI and the criminal justice community. Provides guidance and direction to operations involving criminal justice and relating to the CJI initiative.

Client Services Manager (Melissa Sheehan):

Responsible for client services program and all end-point device management. Provides oversight for operations, development and projects relating to desktop services, service desk and call center services. Responsible for coaching, managing and leading staff within the client services program.

Desktop Supervisor (Darryl Frederick):

Responsible for coaching, managing and leading the staff involved with desktop support and development. Provides oversight and guidance for the desktop support team as well as hands-on support activities.

Redwood City Desktop Lead (VACANT):

Responsible for managing the workload of the Redwood City-based desktop team members and working closely with the Desktop Supervisor to deliver on project and operations deliverables.

San Mateo Desktop Lead (Roberto Tercero):

Responsible for managing the workload of the San Mateo-based desktop team members and working closely with the Desktop Supervisor to deliver on project and operations deliverables.

ITSM Supervisor (VACANT):

Responsible for coaching, managing and leading the staff involved with service desk support and development. Provides oversight and guidance for the service desk team as well as hands-on support activities.

PBX/Call Center Supervisor (Debra Finch):

Responsible for coaching, managing and leading the staff involved with PBX/Call Center support and operations. Provides oversight and guidance for the PBX/Call Center team as well as hands-on support activities.

PBX/Call Center Lead (Liza Quintero):

Responsible for managing the workload of PBX/Call Center team members and working closely with the PBX/Call Center Supervisor to deliver on project and operations deliverables.

HIT Project Coordinator (Leanna Nishi):

Responsible for acting as the project portfolio manager and liaison between Health System and ISD. Provides oversight and guidance for all health-related projects and at times interacts with Health System leadership on behalf of the department.

Operations Division

Operations Deputy Director (Gordon Helms):

Responsible for providing vision, strategic direction and operational guidance for all operations services provided by ISD. Provides oversight for communication services including data network, telephone and public safety radio; infrastructure services including directory services, servers, storage, virtual infrastructure and database systems. Provides coaching, management and direction to staff within the division.

Communication Services Manager (Martin Torres):

Responsible for the communications program. Provides oversight for operations, development, enhancements and project resources relating to data network, telephone and public safety radio systems. Responsible for coaching, managing and leading staff within the communications program.

Network Supervisor (Tat Lam):

Responsible for coaching, managing and leading the staff involved with data network support and data wireless. Provides oversight and guidance for the data network team as well as hands-on support activities.

Telephone Supervisor (Mike Castellano):

Responsible for coaching, managing and leading the staff involved with telephone support and associated systems such as contact center. Provides oversight and guidance for the telephone team as well as hands-on support activities.

Public Safety Radio Supervisor (Bill Dunbar):

Responsible for coaching, managing and leading the staff involved with public safety radio and microwave data systems. Provides oversight and guidance for the radio team as well as hands-on support activities.

Infrastructure Services Manager (Bill Keating):

Responsible for the infrastructure program. Provides oversight for operations, development, enhancements and project resources relating to directory services, servers, storage, virtual infrastructure and database systems. Responsible for coaching, managing and leading staff within the infrastructure program.

Server and Directory Services Supervisor (Allen Woolley):

Responsible for coaching, managing and leading the staff involved with directory services and server/virtualization and storage systems. Provides oversight and guidance for the server team as well as hands-on support activities.

Data Management Supervisor (Christina Thompson):

Responsible for coaching, managing and leading the staff involved with database and associated systems. Provides oversight and guidance for the database team as well as hands-on support activities.

Special Projects (Jose Mejia):

Responsible for the infrastructure projects program. Provides oversight for projects relating to data network, telephone, WIFi, data center and other infrastructure initiatives. Responsible for coaching, managing and leading staff within the projects program.

Wireless Program Manager (Tom Meyers):

Responsible for the wireless program. Provides oversight for projects relating to public Wi-Fi and public safety radio systems as well as managing the regional relationships and committee memberships on those topics.
