International Shipment Requirements for Goods Entering the USA via Air /Ocean

NOTE – A separate communication will go out regarding shipments entering the US from Canada and Mexico.

The following Goodyear US shipping instructions are effective per the schedule below:

Machinery, Equipment and Out of Gauge Tire Imports: August 1, 2005

Natural Rubber: August 15, 2005

Finished Goods (Ground tires, Aviation tires, Chemical): September 5, 2005

Raw Materials: September 19, 2005

Blue Streak and Race (Go-Kart tires): October 3, 2005

Non-Conformity to these instructions will cause additional expense, demurrage, fines or delivery delays to Goodyear US shipments. This expense will be charged to the Supplier or Authorized Forwarder.

Attention Purchasing (Corporate & Plants) – Please especially note the Shipping Terms and Shipment Documentation sections – this information should be included on all Purchase Orders that are generated to vendors/plants in foreign locations.

Shipping Terms: All shipments to Goodyear US must be shipped FOB, Collect – Port of loading to Door of location specified on purchase order.

Pre-shipment notification: A shipment alert with the following information must be sent by fax or e-mail:

-Invoice Number

-U.S. Purchase order number

-Product Description

-Product type (example: radial auto, bias light truck, etc)

-Bill of Lading number

-Vessel and voyage number

-Port of discharge/arrival

-Date of Departure and Estimated Date of Arrival at port of discharge

Shipment Documentation: For Cargo that is on an express bill of lading, scan and e-mail complete set of commercial documents (including Commercial Invoice, Packing List, and Bill of Lading) to:

For Cargo that is not on an express bill of lading, original documentation is required--facsimile copies of Original Bills Of Lading are not sufficient.

Bill of Lading – Original

Commercial Invoice – 1 copy

Packing List/Weight Note - 1 copy

Certificate of Origin- 1 copy(not required for tire shipmentsif country of origin identified on invoice)

Additional documentation may be required based on commodity

NOTE: If the documents are sent directly from the plant or vendor to Expeditors, please also let Expeditors know who the Forwarder is that the plant/vendor is using.

Bill of Lading: Bills of Lading must include the following:

Commercial Invoice: Commercial Invoices must include the following information:

-Date of the invoice

-Invoice number

-Port of entry to which the merchandise is destined

-Name and address of the seller, or shipper if not a purchase transaction

-Name and address of the purchaser, or consignee if not a purchase transaction

-Purchase order number

-Detailed description of the merchandise (ex: P235/75R15 105S WRL RT/S OWL RAD TL – Radial Light Truck Tire)

-Quantity of goods being imported

-Weights of goods being imported

-Unit price and extended total for all line items

-Currency of the transaction

-All relevant discounts

-Country of origin of each item

-Terms of sale of the transaction (INCOTERM 2000)

-The entire invoice must be in English, or translated into English

-Goods or services furnished for production of merchandise not otherwise included in the invoice price (i.e. assists)

-Name and signature of a responsible individual (an employee of the seller or shipper) who can readily obtain knowledge of the transaction.

-U.S.A. Product code number for each line item

-Manufacturer’s complete name & address if different from seller

-All charges upon the merchandise, including freight, insurance, commission, cases, containers, coverings, costs of packing.

-Detailed packing list advising what is in each individual package.

Additional Shipment Requirements:

All containers must be in World Class condition (free of nail, debris, scrap wood, etc) prior to loading.

Shipments are to be “Error Free.”

If shipment is containerized, the product must be loaded into the container to maximize space utilization without damage to product.

OE tires must be loaded per QS9000 specifications.

Every article of foreign origin entering the United States must be legibly and permanently marked with the English name of the country of origin unless an exception from marking is provided for in the law. The country of origin marking should be as permanent and indelible as the nature of the product will permit. The marking must be conspicuous – able to be seen with casual handling of the article. The best method of marking is one that becomes a part of the article itself, such as stenciling, stamping, printing, molding or similar methods. If an item can’t be marked due to it’s nature, the immediate container in which the item is imported must be marked with the English name of the item’s country of origin. The purpose of this law is to ensure the “ultimate purchaser” in the U.S.A. can determine in which country an article is made.
