Mayor Tisdale called the meeting to order 6:05 p.m. Juanita Burton called the roll.

Minutes:

Councilmember Robert Thomas made a motion to approve April 3, 2017 Regular Council Meeting and the April 27, 2017 Special Called Meeting minutes, Seconded by Councilmember Beulah Maiden. All voted aye. Motion carried.

Financial/Treasurer’s Report:

Clark Terrell read written statement: All payroll taxes due and payable through today have been paid. There are no unpaid payroll taxes for any period. Councilmember Danita Turner made a motion to approve financial report. Councilmember Robert Thomas seconded. All voted aye. Motion carried.

City Attorney: Katie Elliott reported to continue working on Tow policy for City of Eudora and with City Code Enforcer on condemned property. Mayor reiterated owners’ choice of who they want to tow their car if no ticketed violations. Otherwise towing will be conducted on a rotating basis between Wayne Edwards Towing & Wrecker Service and Travis Dixon Wrecker Services.

Councilmember Reports:

¾  Councilmember Maiden wanted to know if Edwards would be cleaning up leftover debris on Baker Street as part of his contract to remove demolished bldg. debris on that spot.

¾  Councilmember Toney asked what the City was going to do about the dogs. Mayor Tisdale responded with the reminder that Chief El Amin is scheduled for animal control training in September.

Department Reports

Police Department

Police Department is applying for 5 defibrillators for City Hall.

Councilmember Beulah Maiden moved that the Council go into Executive Session to discuss personnel issues related to Officer Kingdom’s resignation. Councilmember Danita Turner seconded.

Old Business

New Business

·  Councilmember Thomas moved that repairs to the Police Dept. be approved based on estimate from Lee’s Reconstruction. Councilmember Toney seconded. Motion carried.

·  Councilmember Toney moved that estimate for repairs to Gym are approved with the addition of painting and lighting in both girls and boys bathrooms as well as commodes. Additional cost of materials will be at the expense of the City, labor cost will be absorbed within current labor charges. Motion carried.

·  Councilmember Turner moved that the cost of a skill saw be added to expenses of replacing Street Signs. Signs will be put up by City itself.

·  Discussion of re-naming Pine Street resulted in leaving name of Pine and dividing section of street as Pine, North Pine and South Pine.

·  If the Street Address of city residents’ homes is not visible from street, owners will be fined. Letters will be sent.

·  Councilmember Turner moved to purchase 2 bldgs. for Police Department. Councilmember Thomas seconded. Motion carried. Note: Buildings will house Police Station and Ambulance Service.

·  Question arose as to whether or not City has deeds to current Police Station.

·  Andre Harris wants to bring youth football program (GONE) July 15th 9:00a.m.-12:30 p.m. to Eudora again. Councilmember Moye moved that fee for football field be waived for Andre Harris program. Councilmember Turner seconded. All voted aye. Motion carried.

Comments from the Public

Ms. Bettye Presley addressed the Council concerning clarification of City Ordinance 2004-003. After discussion it was decided City Attorney Elliott will investigate the laws, statutes, and or policies that relate to why at that time City Attorney Sean Look advised that a homeowner cannot be denied the right to put a manufactured home on their property.

No building permits will be issued until clarification of Meadville & manufactured homes.

Councilmember Turner moved that meeting adjourn. Councilmember Maiden seconded. There being no further business, meeting adjourned 7:56p.m.
