Fees & Information 2015 - 2016

The Central Ontario Service Centre (COSC) now services four Councils: Central Escarpment, Greater Toronto, Shining Waters and White Pine Councils starting May 4, 2015 for the Scouting year starting September 1, 2015.

NEW AND RETURNING YOUTH PARTICIPANT
2015 – 2016 REGISTRATION FEES
September 1, 2015 to May 1, 2016
FEE DATE / FEE / DEADLINES
May 4, 2015 to June 30, 2015 / $ 175.00 / Registration and full payment due into the Central Ontario Service Centre (COSC) no later than end of day June 30, 2015.
July 1, 2015 to Dec 31, 2015 / $ 190.00 / Registration and full payment received into the COSC any time after July 1, 2015
Jan 1, 2016 to May 1, 2016 / $ 150.00 / Part-Year Fee available after Jan 1,2016 Registration and full payment required to be sent to the COSC.

Please note that all Initial Registration Packages, which contain the bulk of your Group in-person registrations, must be reviewed by your Area Registrar, Area Commissioner or Area Support Manager at the Area Collection otherwise you must make arrangements for your package to be reviewed by them. Initial registration packages brought or mailed to the Central Ontario Service Centre will be returned. Registration packages, including applications and fees, must be in the Service Centre by close of business on June 30, 2015. Any package arriving after June 30, 2015 will be charged the regular registration fee.

FINANCIAL SUPPORT FOR YOUTH MEMBERS
All youth should be provided the opportunity to participate in Scouting programs regardless of if their parents or guardians cannot afford it. Where a financial need exists, and the Group is unable to provide support or funding, the Group may request a subsidy for the youth. There are two types of subsidy requests;

a.  Council Youth Assistance Subsidies: Funded by the Councils, these subsidies provide the Group with a shared equal cost of 1/3 each (the parent/guardian pays 1/3, the Group pays 1/3 and the Council pays 1/3). b.  National Funding - No One Left Behind (NOLB), offers two types of subsidy:

NOTE: as of April 29, 2015 the NOLB Subsidy and Fees are under Review. Details listed below may change.

·  Membership Subsidy - covers the National portion for the membership fee: Requests submitted between May 4, 2015 to Dec 31, 2015 will receive $72.50 if approved. Requests between Jan 1, 2016 and August 31, 2016 will receive $45.00 if approved.

·  Participant Subsidy - is meant to relieve some of the participant costs i.e. uniform and fees for camp during the 2015-2016 scouting year. Requests can be submitted starting on May 4th, 2015.

To be approved for Council funding and/or National Funding, the Group MUST provide a copy of the previous year’s financial statement or a copy of a current bank statement and or current Group financial report. The Group should also show that they participate in Scouts Canada fundraisers including Scout Popcorn, other fundraiser or have additional outside funding, such as Rotary donations etc. The Area Support Manager will provide an initial recommendation for funding, and then the Council Commissioner or Council Executive Director provides the final approval for funding.
