APRIL 22, 2004

The Town Board of the Town of Corinth held a regular meeting on April 22, 2004 at 4:00 PM at the Town Hall.

The Town Board, Town Clerk and Supervisor read poems regarding volunteers. Supervisor Lucia told the public that last year the Town honored all its volunteers. He also told the public that he had decided this year that each year the Town would honor certain volunteer groups. He said for this year the Town would be honoring volunteers who worked at Corinth Museum and Corinth Food Pantry. Certificates and pin were presented by the Town Board and Town Clerk to the volunteers from the Corinth Museum and Corinth Food Pantry.

THANK YOUS

Supervisor Lucia read a Thank you from Probation Officer Michael Mahoney who had been at the Town Hall for eight (8) years and has now become a Supervisor in the Probation Department.

Supervisor Lucia all read a Thank You from the Family of James Doherty for the funeral flowers.

RESOLUTION #148

SUMMER HOURS

Supervisor Lucia told the Town Board that he had received requests from the Town Clerk, Highway, Code Enforcement Office and Assessors office for Summer Hours from May 3rd through September 6, 2004. On motion of Councilman Major, and seconded by Councilman Brown, the following resolution was

RESOLVED that the Town Clerk, Code Enforcement and Assessors will be open Monday through Thursday 8:00 AM to Noon and 12:30 PM to 5:00 PM and Friday from 8:30 AM to noon from May 3, 2004 through September 6, 2004, and be it further

RESOLVED that the Highway hours will be Monday through Thursday from 6:00 AM to 4:00 PM with Fridays off from May 3, 2004 through September 6, 2004.

RESOLUTION #149

VACATIONS

Supervisor Lucia stated that he has received a vacation request from Animal Control Officer Delbert Clothier and from Arlene Baker. On motion of Councilman Brown, and seconded by Councilman Major, the following resolution was

RESOLVED that Delbert Clothier, Animal Control Officer be allowed to take the week of May 3rd through May 7th, 2004 off for vacation, and be it further

RESOLVED that Arlene Baker be allowed to take the following weeks for her vacation: June 21st through June 25th, 2004; July 19th through July 23rd, 2004 and August 16th through August 20th, 2004.

SUPERVISOR

Supervisor Lucia stated that he would be reading a Proclamation on Saturday at the Little League Field after the Little League Parade.

Supervisor Lucia congratulated Town Clerk Rose E. Farr and Deputy Town Clerk Marie Schaffner for receiving their Registered Municipal Clerk certification at the recent New York State Town Clerks’ Conference in Saratoga Springs.

Supervisor Lucia told the public that on May 4, 2004 from 10:00 AM to 4:00 PM Saratoga County Office for the Aging is holding a Senior Health Fair at the Wilton Mall.

Councilman Major asked if the Supervisor had received any response to his ad for Zoning Board Members. Supervisor Lucia told him that he had received some response.

TOWN CLERK

Town Clerk Farr told the Board that a resolution needed to be passed regarding the cost to be charged for the new Land Use Ordinance Books.

Town Clerk Farr said that the Corinth Free Library would have a copy which could be signed out and returned, as well as the Town Clerk’s Office would also have a copy to be signed out and returned.

On motion of Councilman Brown, and seconded by Councilman Major, the following resolution was

VOTER REGISTRATION DAYS

Town Clerk Farr told the Town Board that it is necessary this year to have two registration days for voters. She suggested that the Town not have all voting districts open for this. On motion of Councilman Major, and seconded by Councilman Brown, the following resolution was

RESOLVED that only one district, District #2, be opened for Voters Registration on Wednesday, October 6th from 5:00 PM to 9:00 PM and on Saturday, October 9th from 2:00 PM to 9:00 PM.

CODE ENFORCEMENT OFFICE

Code Enforcement Officer Fred Mann asked the board about three questions which may or may not need variances:

  1. Joyce Day is trying to sell a lot she owns which is across the road from her residence. The lot is only 1.2 acres of land and is zoned in our new Land Use Ordinance in order to build the lot would have to be 2 acres or more. The Town Board told him to have Mrs. Day bring in a letter stating that there is a transaction in process prior to May 15th and that would be okay. No variance is needed.
  1. Roger Sitts wants to get a new double wide and would like to stay in his present trailer until the new double wide is ready to live in. The Town Board told Code Enforcement Officer Mann to obtain a notarize statement from Mr. Sitts stating that he will move the old trailer off the property within a short time after the new double wide is ready for occupancy. No variance is needed.
  1. John Lister wants to place a new home on his back property and use the present building for sale of produce. The Town Board told Code Enforcement Officer Mann that he would have to sign a notarize statement stating that the old structure would not be lived in and the kitchen, etc. in the old structure would have to be removed. No variance is needed.

PUBLIC

Jerry Ferro asked about the Trash Burning plant. Supervisor Lucia told the public that the contract for the New York City garbage has not yet been awarded.

Renee Baker asked if the contract for the New York City garbage is awarded to this company is it a done deal. Supervisor Lucia told the public that if the contract for New York City garbage was given to this company then they would have to go through DEC for special permits, etc. He said it could take one and one-half years.

Bruce Baker asked why the International Paper Company property is so sought after by this company. Supervisor Lucia told the public that the power from the river had a great deal to do with it.

Bruce Baker asked if they were going to bring the trash in by truck and by rail. Supervisor Lucia told the public that it would only be brought in by rail. He said the railroad is another reason this property is being sought by this company.

Councilman John Major told the public that he thought the access to natural gas also had something to do with why the company wants this property.

4:45 PM Councilwoman Joan Beckwith arrived.

Ruth Allen asked if CP Rail had anything to say about this. Supervisor Lucia told her the railway is okay with it, He also told the public that if the rail was to be used as a scenic rail as well as for the trash it would have to be brought up to a Class 2 rail.

Esther Ely asked if the deal to purchase the land for the trash plant went through then can the Town refuse it? Supervisor Lucia told the public that it would go to the Village because most of the property is located in the Village with only the landfill located in the Town.

Renee Baker asked if the company had done any preparation. She said she couldn’t see a business spending all their money and not knowing for sure if it was going to be okay with DEC. Supervisor Lucia told the public the company could have done their own investigating and the town would not know it.

Renee Baker said she loves this community and it clean air, but she was looking out for her children and grandchildren’s welfare so that they would not be harmed by any emissions from the trash plant.

Supervisor Lucia told the public that if it was proven harmful he would not go along with the project. He said right now he was listening with an open mind.

Bruce Baker said he didn’t think the trash burning plant would draw tourists to Corinth. Supervisor Lucia told the public that he plant he went to has people who come by buses to tour the plant every day.

Councilman Brown told the public that there are benefits such as increased tax base; construction jobs, host benefits and employment of 100 to 110 people.

Councilman Major told the public that he appreciated their questions and comments on this matter.

Esther Ely asked Supervisor Lucia if he was for the trash burning plant. He told the public that he was listening with an open mind. He said that he has been talking to Village Mayor Winslow and they have decided that if the deals start progressing then the Town and Village will hire its own engineer to look at this matter in depth. Supervisor Lucia told the public that they were welcome to stop in his office at any time and he would show them everything he has and discuss the matter with them.

Esther Ely suggested that the Town check other plants like this one and she what the health is of the people who live around those plants.

Alvey Wood asked the Town Board if the County was going to sell their sand pit on Route 9N. Supervisor Lucia told the public that the County would have to reclaim the sand pit in order to sell it. He said to reclaim it would cost quite a lot of money. He said he expects to see the property on the auction block soon. Supervisor Lucia told the public that it someone bought the property and continued mining it they would not have to reclaim it.
