Rule Title: RESPONSE MAINTENANCE FOR TRAFFIC SIGNALS

Purpose:

To establish a policy for response maintenance to repair traffic signals as per guidelines set forth in the current edition of the Manual on Uniform Traffic Control Devices (MUTCD), and as per Mississippi Code, Article 7, Section 63-3-301 through 63-3-325, and 65-1-75, as amended.

1. General Policies

1.1  MDOT will maintain its traffic signals in a responsible manner.

2. Notification Procedures

2.1 Traffic Engineering Division (TED) will designate in writing to the Department of Public Safety emergency telephone numbers where Traffic Signal Technicians may be contacted concerning response to on-call service. Traffic Signal Technicians will be on call twenty-four (24) hours, seven (7) days a week, including holidays, for the purpose of making repairs. When a system or installation is not in operation or not illuminated due to equipment failure or external damage, an authorized person will notify the Traffic Signal Technician of such failure. The Traffic Signal Technician shall respond to correct the failure within the specified response time.

3. Response Time

3.1 When the notification of a traffic signal malfunction is received, the Traffic Signal Technician will be dispatched without undue delay.

3.2 When the notification of burnout of one lamp is received, the Traffic Signal Technician will schedule it for replacement during the next normal working day.

4. Repair Type

4.1 Emergency repairs will be made by the Traffic Signal Technician when he is unable to restore normal operation within 24 hours.

4.2 Final repairs will be made and normal operation restored within no more than 30 days.

5. Repair Records

5.1 A complete record of the trouble reported, found, and repaired (emergency and final) will be recorded on Form TED-303, “Response Maintenance Repair Record”.

5.2 Monthly TED-303 summary sheets shall be sent to the Traffic Signal Engineer.
