Notes/Report from Fall 2017 CBS

Item: Possible name change?:

The committee discussed the idea of either changing or amending the name because of our change in focus from the past two years. Our focus for this year is on transitions that programs have had to put in place that have affected staff, curriculum, and culture, particularly in the area of WIOA implementation. This puts the focus on program management more than directly on student transitions (which is being addressed by the Pathways group).

Action: Our question is: Is this a viable option? Can we become the Program Transitions committee? Is this an unnecessary complication within the bylaws of CBS? This is not a game-changer, we just want to avoid confusion for this year as we focus on programs and leadership practices as they relate to all of the new initiatives that we have dealt with, and are facing.

Does this item need to be updated on the CBS Workplan? The Work plan already reflects these changes – except for the name issue.

Due Date: Winter CBS meeting

Item: ONE In order to address goal 4 in the workplan, “Develop system leadership and sustainable practices to encourage overall system stability”, we will identify program management challenges that have arisen during WIOA implementation.

Action: We will accomplish this first goal by creating a set, or sets, of questions for CBS members to take to their programs. Questions will be tailored for different program participants, including faculty (full and part time) and staff. Our central question topic is “What are/were the biggest challenges you have faced during recent program changes due to WIOA? What has been helpful in meeting them? What have you done well? What, if anything, are still grappling with due to these program level changes?

Questions will be put in Surveys for data collection by the committee.

Due Date: Survey distributed before Winter CBS Meeting

Item: Two: Research previously identified effective practices for managing programs or projects during a period of change in policy, focus, procedure or staffing. Bring information to the next committee meeting.

Action: Be informed on existing promising practices in order to aid in the analysis issues program identify as successfully completed and those that are ongoing. In completing analysis, begin the process making the data and possible recommendations available to CBS Members.

Due Date: Winter CBS Committee Meeting

Item Three: Decide how to proceed with data and information gathered.

Action: Work during Winter 2018 committee meeting time to plan how to use results. Ideas that have been floated are professional development recommendations, a workshop for CBS members around program change that would support efforts back at their programs, or a report on challenges, successes, and promising practices for the field.
