Position Description

DIRECTOR OF BUSINESS SERVICES

The Director of Business Services will direct and oversee the administration of Coloma Community Schools general accounting, accounts payable and receivable, payroll, budget, procurement, cash management, treasury, risk management, audit, and financial reporting functions assuring proper management of the district’s financial resources.

Qualifications

1.  Bachelor’s Degree in Accounting, Finance, Education or related field; Master’s degree preferred.

2.  Certified Public Accountant (CPA), Certified Management Accountant (CFMA), Certified Financial Manager, and/or Michigan School Business Officials (MASB) Chief Financial Officer Certification is preferred;

3.  Three or more years of experience in business, finance, accounting, or educational leadership.

4.  Knowledge of Michigan School Finance, fund accounting, school district budgeting, Michigan School Aid Act, applicable state laws and regulations affecting school finance preferred.

5.  Ability to directly supervise and lead personnel.

6.  Initiative to identify opportunities to improve systems and ability to follow through with implementation.

Essential Functions and Tasks

1.  Provide the leadership, management, and supervision for all business services

activities, including accounts payable, accounts receivable, payroll, procurement, grant accounting, general accounting operations, cash management, budget, risk

management, and debt service management; knowledge of accounting software (i.e. Skyward) is preferred.

2.  Provide support to and collaborate with other departments of Coloma Community Schools;

3.  Attend meetings as requested by the superintendent of Coloma Community Schools, including executive sessions of the Coloma Board of Education, work sessions and/or committee meetings;

4.  Provide management of all organizational treasury management functions, including the issuance of Tax Anticipation Notes, State Aid Notes, Lines of Credit, any Emergency Loans, and all other financings;

5.  Provide management of the organization’s budget development and management processes, including budget amendments;

6.  Provide management of the organization’s annual audits;

7.  Develop and implement board policy and procedure relevant to the operations of the Business Services Office;

8.  Ensure compliance with relevant state and federal laws;

9.  Knowledgeable about school funding and school funding sources; one who has stayed current with the ever-changing school finance legislation;

10. Ensure all applicable local, state, and federal reporting requirements are met;

11. Provide staff with support, resources, information, and training as needed to carry out the priorities of the organization and department;

12. Prepare, analyze, and provide financial information for administrative decision making;

13. Ensure the establishment and maintenance of appropriate internal controls and system processes;

14. Provide for the administration of the organization’s risk management insurance program;

15. Serve as an advocate for public education and the Coloma Community School District;

16. Lead multiple projects and support/motivate effective teamwork to produce quality goods and services;

17. Analyze and solve strategic and operational issues;

18. Promote and support organizational culture by reinforcing Coloma Board of Education goals, policies, and procedures, and the organization’s vision, mission, and continuous improvement plan;

19. Perform additional administrative duties based on experiences.
