Sub:System to be adopted in the release of unmet MDA liabilities for 2010-11 and 2011-12 – regarding.

Sir,
Kindly note that Ministry has released Rs.26.96 crore towards settlement of unmet liabilities of MDA for 2010-11 & 2011-12. While releasing the fund to meet the residual claims of 2010-11 & 2011-12, Ministry has attached following new clause in the sanction letter.
“KVIC should ensure that 100% bank accounts are opened for all the artisans and MDA funds are routed through the Bank account. Assistance under MDA to artisans may send directly to their bank / post office accounts.”
2.Under the circumstances, it has been decided with the approval of FA, CEO and Chairman that, following system may be adopted in release of fund towards settlement of unmet liabilities of MDA for 2010-11 and 2011-12.
(i).Since opening of 100% bank account for spinners and weaves have been made mandatory, the State / Divisional Directors may be advised to render an institution-wise certificate that 100% bank accounts of the working spinners and weavers have been opened and MDA for these institutions only which have opened 100% bank account will be released.
While releasing MDA fund to the above institutions, 75% of the eligible MDA will be remitted to institution’s accounts directly from Central Office and remaining 25% - the artisans’ portion will be placed with State / Divisional Offices for onward remittance to individual account of artisans procuring name and their bank account details from the institutions.
(ii).As per latest information, bank a/c. of 82% artisans on all India basis has been opened. In order to give scope to the institutions which have opened banks accounts of 80% of artisans may be offered an opportunity to meet the deadline of 100% within 15 days. 60% of the MDA of such institutions will be remitted directly from Central Office to the institution and remaining 15% will be kept with State / Divisional Offices. After fulfillment of requisite condition of 100% bank account of working artisans, residual 15% MDA will be released.
As regards remitting fund to artisan, the system of release through State / Divisional Offices as proposed at (i) above will be adopted.
(iii).The institutions which have opened bank account of artisans below 80% will be given 15 days time to meet the deadline in releasing fund as per (i) or (ii) above failing which the fund will be refunded to the Ministry.
3.All State and Divisional Directors are requested to kindly prefer the institution-wise and percentage of bank account opening-wise MDA claims for the unmet liabilities pertaining to year 2010-11 & 2011-12, in the attached format to Director (KPM/BF) and Director (A/cs.) immediately to arrange release of fund.
4.State and Divisional Directors are also requested to arrange remittance of MDA portion of artisans directly to their bank account after collecting the details from the institutions.
