Minutes of an Ordinary Meeting of Penllyn Community Council held at

Llansannor Community Hall, City at 7.00 p.m. on Monday

2nd September 2013

1) To receive apologies for absence.

2) Declarations of Interest.

None.

3) Community Police Matters.

CPSO O’Callaghan reported that there had been two recorded incidents of Anti-Social Behaviour and two Burglaries in the area in the last month.

No matters were raised by Members.

4) Vale of Glamorgan Council Liaison.

The Clerk referred to the helpful advanced information provided by Vale Councillor Jarvie regarding a rural exceptions housing site proposal at Pentre Meyrick (behind Nash View) and asked if the Vale Councillors were aware of any progress on the matter. Vale Councillors were not aware of any further action on the site but suggested that the Clerk speaks directly to the Vale Council Affordable Housing Enabler. It was agreed that this would be undertaken and the Clerk. He confirmed that he had obtained and circulated a copy of the Llanfair Community Council agreement for the exceptions housing constructed at The Herberts.

Councillor Cox confirmed that he was still awaiting a meeting date for the discussions between the Vale Council/Welsh Water and Community Council regarding sewage problems at Penllyn.

With regard to the previous discussion in respect of improvements to Pentre Meyrick (similar to those at Sycamore Cross) it was confirmed that no further action would be taken at this time.

Vale Cllr Cox informed the meeting that he was continuing to discuss speed reduction options with Vale Highway Officers.

Details of the new “Puffin” Crossing at Ystradowen had been forwarded to the Community Council and copies are available for Members if they wish to receive a copy.

The Clerk informed the meeting that a complaint had been forwarded to the Vale Footpaths Officer regarding the blocking of the Bridleway at Efail-yr-Roper, Trehyngyll.

Confirmation has been received of the Extinguishment of the northern end of Public Footpath No 6 at Lansannor.

Amendments to the Charter between the Vale of Glamorgan Council and Town and Community Councils as discussed at the Liaison Meeting attend by Cllr Pugh and the Clerk is now available for inspection.

The Clerk informed the meeting of the revised timetable for the delivery of the Vale of Glamorgan Local Development Plan.

Cllr Lewis raised his and local concerns about the number of large lorries using the Ash Hall/Fforest Road and informed the meeting that a number had become stuck in the narrow part of the lane. Cllr Cox confirmed he would notify the Vale Highways department of local concerns and ask for signage to be put up at each end to warn of the narrow road.

5) To confirm the minutes of July 2013

The minutes were discussed and accepted as a true record of the meeting. Councillor Lewis proposed that the minutes be accepted and was seconded by Cllr Thomas and unanimously agreed by all present.

6) Charity Matters

No Issues were raised.

7) Chairman’s Report and Communication.

An invitation had been received from the Mayor of the Vale of Glamorgan for the Chairman to attend a Charity evening at Fonmon Castle on 19th September

The Chairman confirmed he had also been invited to the Local Service Board Forum to be held at the Memorial Hall, Barry on 18th October

8) Delegate Reports.

The Clerk informed the meeting that he and Cllr Pugh had attended the last meeting of the Community Liaison Group.

9) Land Holdings/Parks

a)  Winch Field, Graig Penllyn.

The Clerk informed the meeting that he had received a request for payment for the repair of the roundabout. He was unable to confirm if the structure was the responsibility of the Vale, Community Council or if it had been paid for by the Resident Association. Cllr Petty said he would research the Resident Association records and report back.

b)  Well Field, Trerhyngyll.

Councillor Hill informed the meeting that no progress had been made regarding the “tidy up the Well Field event” but work was progressing.

Proposal : Re-design of previously approved dwelling (and double garage), under planning application number 2006/00643/FUL

·  Email letters and documents regarding the Commission for Publc Service Governance from Minister for Local Government and Government Business; Noted

·  Emails from two companies regarding website development – Clerk will progress.
