Subject: Suggestion pertains to interest of our esteem organization BSNL.

Respected sir,

We whole-heartedly welcome your good self on the land of Father Of nation Mahatma Gandhi and Iron man Sardar patel at Gujarat.

Sir, it is worth to mention here that ,Our BSNL have already initiated multi angle corrective measures on various core issue pertain to the Customer care, quality base service, growth in customer base, To increase revenue & BSNL interest etc.

However due to step by step price hike implemented w.e.f.March-2013 in LL & BB rent, and decrease in free calls it is too within BSNL Network and decrease in free data usage in higher speed rang, and against that very low tariff offer by ISP competitors for BB, since April 2012-13 to April 2013-14 our net growth e.g. of Gujarat in LL (is -27104 to -111015) & BB( is +27584 to -1480) which is declining four time more in LL & fifteen time more in BB comparing to both finical years. Consequently this will not only distress our mode of growth but it will adversely bring down our existing customer base and revenue.

(1)In this course, we are submitting our suggestion for reconsideration in features of LL without changing the increased / revised FMC are as under.

Hence introduction of above only I/C and Rs.120=00 plan with applicable free calls 50 % On net and 50 % Off net ,as prevail in RS.180=00 General plan, along with annual option will be justification & attraction for customer which can be exploited to retain and gain more customers. And this may be widely publish as far as possible without any expenditure, i.e. by press release at all the level

(2) In connection of persuasion of Nil IPDR customers as per instruction of BSNL HQ vide Circular No.11-2/2012-CDR/IT-CFA, Dated: 05.04.2013, it is learnt that instead of benefiting on the contrary this is leading to closure of broadband customers even of corporate and Government office & Government residence on and above to the consumption of our valuable man hours.

Hence we suggest that either this is to be stopped or persuade only for the residential connections (Excluding Government Corporate residents)

(3) Now a days after improvement in speed & accessibility our customers’ base is increasing very rapidly in 3G Data Card. But unfortunately standard fault booking & attending mechanism / process is not developed for this service, as a result the present mechanism is also leading to time consuming and lengthy even though not to up to mark.

Hence we suggest that either 3G fault mechanism is to be established in CFA or developed in CM and access is to be given to BB Call Center / centralized call centers of SSA level, so that proper data of faults & restoration can be maintained, and ultimate fault can be attended by CFA field staff in line of BB as the course of action are similar to BB, like configuration, activation, validity etc.

(4) Subsequent to the instruction of BSNL HQ vide Circular No.3-4/2009-R&C [CFA], Dated: 01.01.2013, pertain to hike in installation charges & CLIP instrument charges, and there by due to any misinterpretation. Thus in the first bill installation charge & security deposit both are charged separately i.e. in 4 separate charges even in BB-Combo plan Customers.

As a result e.g. for the customers of BB-Combo plan above to RS.600=00 the first bill is amounting to more then RS.2200=00, thus customers are either shockingly approaching to our offices for rebate or not paying the bill and it is further resulting to closer / outstanding. During our meeting we will submit such bills as an illustration.

Hence we suggest that in case of BB or BB-Combo customer installation charges of Broadband and Landline as well as Security Deposit of Broadband and Landline are not to be charged separately for LL & BB but only single, single for both at higher side.

(5) Intimation to concern field unit executive by SMS regarding DSLAM failure: In Gujarat Circle, PGMTD-Ahmedabad have successfully tested the software at NIB Ahmedabad for testing all Tier II, DSLAMs in the network and in case of failure of any of these elements, SMS is sent to all the concerned. (As per hierarchical set up AND at defined regular interval) This is helpful for action to be taken at their end for restoration of the fault as well to handle the customers properly during such fault. The parameters defined in the same are fixed taking into account the TRAI QOS guidelines. Thus it is very much helpful to provide services & run our system with minimum interruption. It is also possible that same software can be used for maintaining all kind of IP based services such as circuits, lease circuits working with MPLS VPN, WLL BTS, and etc.We suggest that this is to be implemented in all our SSAs across the circles. And subsequently suggested to the BSNL HQ for rest of the Circles.

(6a) Lapses in implementation of guideline issued by BSNL for industrial tariff for electricity: As per the BSNL HQ Letter vide: 1-12/2011/tp/bsnl Dated 01.08.2011 issued Transfer pricing section and as per the supreme court direction BSNL H/Q issued letter no 3-29/EW-2002 dated 11/11/2002 addressed to all Circle IFAs for ensuring application of industrial tariff for BSNL, thus all the circles are asked to take up the matter with State Electricity Boards. Presently after formation of BSNL we are paying commercial tariff which is 30% higher than industrial tariff and the amount saved can be in of crorres of rupees.

(6b) Process to be implemented for Reducing contracted load with Electricity Company: Contracted demand with Electricity Companies is high due to high wattage requirement of past due to electro-mechanical switches. Now due to computerization, electronic switches & various reasons power requirement is reduced.

In this regard a time bound drive is to be launched by Electrical wing for analyzing current power requirement of all Exchanges in Rural as well as urban area, and then Electricity authority is to be contacted for reducing the contracted load, this both above issues will save hundred of crores undue expenditure.

(7)It is learnt that the growth of BSNL-Mobile is severely affected due to stringent & discrimination policy of VTM cell of DOT in regard to the in bonofied verification of BSNL customers compare to other Operators. This is to be taken up with DOT for uniform implementation.

(8) It is learnt that all the state Governments / State Civic authorities are imposing the charges for BSNL-cable laying, reinstate and monthly rent etc. with their own interpretation and without any logic. This has severely affected the growth and revenue of BSNL-Landline network. Hence by approaching Urban development Ministry uniform & reasonable rate as per the classification of town / city in line of “Indian telegraph act” is to be finalized.

(9) Issue pertains to Disposal /scrap of unusable material: Large quantity of spare/paper core copper cables in duct, erected poles & lines material (external plant) non-used metal, wooden, IT-related material, vehicles, is not getting dispose regularly which resulting in to occupying valuable space, every possibility of pilferage, and more important delay in auction cause down fall in the value of materials. Thus in order to regularize scrapped and disposed off process, regular monitoring of the issue is to be done by introducing bimonthly statement covering all the require data / parameter at SSA,Circle and BSNL H.Q.

(10) Low speed in 3G data card: low speed for 3G data card services due to Gate way bandwidth limitation, which is adversely affecting our existing customers and prospective customers for overall growth, it is to be resolved at an earliest.

(11) Heavy shortage of material in field units: Now days it is regularly happening that BB-ADSL Modems, copper Cables, OFC cables, drop wire, Jumper wire, instruments, cable fault tracers,2G-3G related Maintance cards etc are not readily available in field ,which is adversely affecting the customer growth & moral of our staff. In this regard CGMs are to be empowered for procurement till tenders getting finalized from BSNL-HQ.

We are optimistic that our suggestion will considered request your good self to instruct suitably to all concern wings of corporate office to resolve these issues favorably and issuing necessary guide lines / clarification at the earliest in this regard.
