JOINT PRACTICE COMMITTEE

The Joint Practice Committee held a meeting on December 19, 2006 at 5:30 p.m. at the University of Delaware, McDowell Hall, Dean’s conference Room, third floor, Newark, Delaware.

PRESENT: Cynthia Drew, Calvin Freedman, Judy Hendricks, Robert Lawson, and Delphos Price

ABSENT: Patricia Heinemann, Galicano Inguito, Jeanne McConnell and Yvonne Ting

PRESIDING: Judy Hendricks, Chair

STAFF: Allison Reardon, Deputy Attorney General

1.0 CALL TO ORDER: Ms. Hendricks called the meeting to order at 5:40 p.m.

2.0 REVIEW OF MINUTES: Mr. Freedman made a motion, seconded by Ms. Drew, to approve the minutes of the June 27, 2006 meeting as written. Ms. Drew, Mr. Freedman, Ms. Hendricks and Mr. Price voted in favor. Mr. Lawson abstained. The motion was carried. Mr. Price made a motion, seconded by Mr. Freedman to approve the minutes of the October 24, 2006 meeting as written. The motion was unanimously carried.

3.0 REVIEW OF APPLICATIONS FOR INDEPENDENT PRACTICE/PRESCRIPTIVE AUTHORITY – Ms. Hendricks reviewed the information related to current licensure as an RN and APN, completion of academic courses in advanced health assessment, diagnosis and management of problems within the clinical specialty, advanced patho-physiology and advanced pharmacology/pharmacotherapeutics, and type of a collaborative agreement for each of the applicants.

Mr. Price made a motion, seconded by Ms. Drew, that the applications of Ms. Kikkinos, Ms. Wamae, Ms. Jones, Ms. Bartolo, Ms. Brogley, Ms. Wightman-Hentz, Ms. Doty, Ms. Brown, and Ms. Warren be approved for independent prescriptive authority. The motion was unanimously carried.

Mr. Freedman made a motion, seconded by Mr. Price, that the application of Mr. Skiadas be approved for independent prescriptive authority, pending receipt of verification of integration of pharmacology content in his graduate program and thirty contact hours of pharmacology during the past two years. The motion was unanimously carried.

4.0 UNFINISHED BUSINESS- .

4.1 Proposed Legislative Changes- Members discussed the proposed draft with Ms. Reardon. (Attachment A). Members determined that for clarification purposes, it may be best to list the requirements separately for applicants with a graduate degree and national certification, applicants with a graduate degree and no certification and applicants with a certificate and national certification. Members asked Ms. Reardon to research where best to propose authority to pronounce death and grant handicapped certificates. Members asked that the synopsis of the legislation be revised to more accurately reflect the proposed changes. Ms. Reardon will draft the proposed changes.

5.0 PUBLIC COMMENT- None

VI. NEXT MEETING- The next meeting will be held on January 30, 2007 in room C212 at Delaware Technical and Community College, Stanton Campus, 400 Christiana Road, Newark, Delaware.

VII. ADJOURNMENT- The meeting was adjourned at 7:20 P.M.
