Project Background / A Memorandum of Co-operation (MoC) was signed between Government of Bihar(GoB) and Bill and Melinda Gates Foundation (BMGF) in 2010, based on which BMGF agreed to provide technical support and assistance to GoB to improve Health and Nutrition outcomes across the State. As part of this MoC, a Technical Support Unit (TSU) was established in 2013 with CARE India as the lead development partner. The Bihar TSU aimed to support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition. The TSU targeting providing specific technical support on Government of India’s (GoI) RMNCHA+A campaign, GoB’s Manav Vikas Mission Goals and Kala-Azar elimination goals across the State. This support extends across hierarchies – from State level support to Health Department, ICDS department and State Health Society of Bihar (SHSB), to District and Block level support across all 534 blocks in the State.
As a part of the agreement between GoB and BMGF, Bihar TSU has established a State Resource Unit (SRU) and District Resource Units (DRU) in all the districts to provide technical support at district level. The DRU would function as a Platform to enable structured delivering of program intervention and ensure that there is alignment with government priorities. It would help improve utilization / alignment and synergy of resources like DPs at district level. It will also ensure data driven management and bridge communication gaps between State and districts.
The Bihar TSU will provide catalytic support to the two departments to refine policies, systems and processes, transform capabilities and behaviours, and build ownership to unlock the potential of both public and private sector providers to effectively implement solutions.
The work of the TSU will focus on effective technical interventions in maternal and child health, family planning and nutrition. Key drivers of change will include the transfer of skills, building ownership of approaches and solutions by Health and Social Welfare (ICDS) Departments and concurrent monitoring of processes and outcomes though an on-going data collection and sharing mechanism. For this on-going data collection and sharing Concurrent Monitoring and Learning (CML) cell has been established.
In its endeavour to support the Department of Health and ICDS, the TSU will support in implementing various successful innovations. One of the major innovations in this regard is the use of Information Communication Technology (ICT), specifically mobile technology in managing service delivery. This innovation has potential to bring enormous change on the way of working of service providers, in the quality of service delivery, also in the health and nutritional outcome.
The Government of Bihar (specifically, Department of Social Work) is scaling one of an innovation that CARE was piloting across six districts in Bihar by providing mobiles to all the Anganwadi Workers through an initiative called Integrated Child Development Services – Real-Time Monitoring / Common Application Software(ICDS-RTM/CAS).
The Department of Health is also keen to bring in similar ICT-based system for frontline workers of the health system. The TSU will support implementation of any such innovation by providing technical and strategic input, which potentially can impact the goal of TSU in bringing down rates of maternal and infant mortality, fertility and malnutrition, and improves immunization coverage.
Similarly, TSU is also envisaging to leverage ICT within internal project requirements to maximise programme efficacy and quality.
Job Summary / Team Lead ICT, under the supervision of the Chief of Party (CoP)will be leading the internal ICT Team consisting of three different types of resources viz. Hardware/Networking & Security, Software Development and ICT Interventions
S/he will lead a team by providing technical and functional guidance in identifying/procuring required hardware, software manage in house software development team
S/he will be responsible for engaging and providing thought leadership to the Government of Bihar (GoB) on all Information Communication Technology (ICT) related interventions across Department of Health and Department of Social Welfare.
S/he will be responsible for planned & systematic integration of Information & Communication Technology in identified program components, viz. strengthening state government and CARE’s interventions leveraging information communication technologies, information dissemination, data collection and analysis; with emphasis on use of innovative and latest technologies towards improving performance and reporting standards of health functionaries operating both at the frontline and health facilities
S/he will technically lead and support scale-up of successful innovations regarding use of ICT by the Government system in the areas of health and nutrition at state and national level
S/he will work towards ensuring integration of all ICT-based systems which are mandated to improve the situation of health and nutrition. S/he will provide technical as well as managerial expertise in the end-to-end development and roll-out of the system.
The Team Lead ICT will be responsible for bringing in new technologies and knowledge of various ICT models and pilots being implemented in India and around the globe.
Key Responsibilities /
- He/she creates a vision for ICT and then inspires other team members to jointly achieve them
- He/she ensures that every team member has a role to play in achieving theassigned tasks effectively
- He/she must understand basic information technology specialties like computer networking, life cycle of mobile /web development and management, programming, data and network security, as well as data entry.
- Ideation and the development of strategies for scaling up of all ICT initiatives for improving health and nutritional outcomes by closely working with key stakeholders of GoB
- Supporting in developing program implementation plan and new strategies for rolling out various Government of Bihar ICT linked initiatives
- Preparing detailed operational plan and strategies for enrichment and enhancement of the current ICT initiative of TSU
- S/he will also support implementation of next generation ICT intervention – as it is planned
- S/he will be responsible for bringing in knowledge of different innovations, pilots or models of ICT, which are being implemented or planned in different parts of India as well as in other countries, which can be replicated in Bihar.
- S/he will learn from these pilots and models and implement those learning in enhancing and enriching the ICT innovation of TSU
- S/he will bring in new knowledge about technological innovations in different other sectors which could be tailor made solutions for public health sector
- Network with other key players in the Information & Communication Technology sector in Bihar and India including National Health Systems Resource Center, Unique Identification Project and explore other possible program collaborations and partnerships
- Stay abreast of ground-breaking evidence-based work in Information & Communication Technology to improve health service delivery and support dissemination of new knowledge to program team
- Develop Knowledge products and learning briefs to widely share the ICT work of BTSP
Qualification & Experience / Essential:
- B.E./ B.TechorMaster’s Degree in Information Technology or Computer Sciences or allied subject
- Exposure to knowledge of management of physical hardware requirements, cloud planning and server sizing for large scale government projects/internal projects
- More than 15 years of progressively responsible professional experience in leading a team, developing, implementing and managing ICT solutions
- At least 5 years of professional experience in mid-level management position in a similar profile for a large scale public health programin a developing country
- At least 3 years of professional experience in leading a team consists of hardware/software team members
- Experience in a similar profile for a large International NGO / UN Organization
- Experience of implementing large scale e-Governance application under Ministries of Health and/or Ministries of Women and Child Development / other technology driven public programs
- Hands-on experience of implementing and managing innovative ICT solutions – specifically in public health and / or nutrition domain
- Hands-on experience of implementing and managing mobile-technology based solution in large scale
- Very strong understanding of health and nutrition sector
