L.BYLAWS

Deputy Mayor D. Thiele asked if there was any objection to Bylaws 12064 and 12064 being dealt with together. No one objected.

L.1.a.Bylaw 12064 – To Amend the Land Use Bylaw and Appendix I to Schedule 820K for the Rossdale Area Redevelopment Plan from DC3 (R-6 - High Density Residential) (Temporary Holding) District to RA9 (High Rise Apartment) District; Located between 96 and 97 Avenue and West of 105 Street, Rossdale.

PURPOSE

To allow the development of high rise apartments on the west side of 105 Street, between 96 Avenue and 97 Avenue. This area was part of the West Rossdale Special Study Area. The proposed redistricting reflects the direction given to the Administration by City Council at the City Council Public Hearing of May 11, 1998 that dealt with the development strategy for the West Rossdale Special Study Area.

L.1.b.Bylaw 12065 – To Amend Bylaw 8139, As Amended, being the Rossdale Area Redevelopment Plan.

PURPOSE

To allow the development of high rise apartments on the west side of 105 Street, between 96 Avenue and 97 Avenue. This area was part of the West Rossdale Special Study Area. The proposed amendment to the plan reflects the direction given to the Administration by City Council at the City Council Public Hearing of May 11, 1998 that dealt with the development strategy for the West Rossdale Special Study Area.

A. Wasnea was in attendance to answer questions in favour of the passing of Bylaws 12064 and 12065.

L.1.c.Bylaw 12059 – To Amend the Land Use Bylaw from AG (Agricultural) District (M. D. of Sturgeon) to RF1 (Single Detached Residential) District and PU (Public Utility) District; Located at Approximately 135 Street and 155 Avenue, Carlton.

PURPOSE

To allow the development of single detached residential dwellings on the RF1 lands and apply the appropriate land use district to the TransAlta Utilities right-of-way which contains several transmission towers and overhead electrical power lines.

There were no persons present to speak to the passing of Bylaw 12059.

L.1.d.Bylaw 12073 – To Close the North/South and the East/West Lane, Located North of 135 Avenue and East of 102 Street, Rosslyn.

PURPOSE

To close north/south and the east/west lane. Once closed, the area will be consolidated with the adjacent lots as specified in the associated sales agreement..

M. Panchuk, Rosslyn Motor Inn, was in attendance to answer questions in favour of the passing of Bylaw 12073.

L.1.e.Bylaw 12078 – To Amend the Land Use Bylawfrom IM (Medium Industrial) District and IH (Heavy Industrial) District to CB2 (General Business) District; Located at the Southeast Corner of 104 Street and 78 Avenue, C.P.R. West.

PURPOSE

To allow a variety of commercial, service and retail uses on the site.

K. Mackenzie was in attendance to answer questions in favour of the passing of Bylaw 12078.

L.1.f.Bylaw 12080 – To Amend the Land Use Bylaw from AG (Agricultural) District (County of Strathcona) to RF1 (Single Detached Residential) District and PU (Public Utility) District; Located South of Whitemud Drive and West of 17 Street, Wild Rose.

PURPOSE

To allow the development of single detached residential dwellings and the PU District designates a storm water impoundment in the area.

There were no persons present to speak to the passing of Bylaw 12080.

L.1.g.Bylaw 12081 – To Amend the Land Use Bylaw from AG (Agricultural) District (County of Strathcona), RSL(Residential Small Lot) District and RPL (Planned Lot Residential) District to RSL(Residential Small Lot) District and RPL(Planned Lot Residential) District, RF4 (Semi-Detached Residential) District and PU (Public Utility) District; Located South of 38 Avenue and West of 17 Street, Wild Rose.

PURPOSE

To allow a range of smaller lot single detached and semi-detached housing development. The PU District designates a portion of the north-east corner as a storm water management facility.

There were no persons present to speak to the passing of Bylaw 12081.

L.1.h.Bylaw 12082 – To Amend the Land Use Bylaw from RF5 (Row Housing) District to RSL (Residential Small Lot) District; Located South of 34 Avenue and East of 42AStreet, Bisset.

PURPOSE

To allow the development of smaller lot single detached residential dwellings.

There were no persons present to speak to the passing of Bylaw 12082.

L.1.i.Bylaw 12085 – To Close a Portion of Stony Plain Road, Abutting Lots 5 and 6, Block 8, Plan 862 2759; Located on the South Side of the Road Between 178 and 180 Streets, Place LaRue.

PURPOSE

To close a surplus portion of Stony Plain Road. Once closed, the closure area will be consolidated with the abutting land to the south.

J. Low, Reid Crowther, was in attendance to answer questions in favour of the passing of Bylaw 12085.

L.1.j.Bylaw 12066 – To amend the Land Use Bylaw from CHY(Highway Corridor) District and DC5(Site Specific Development Control) District to CB2(General Business) District, located at 17817 Stony Plain Road, Place La Rue.

PURPOSE

To allow general business uses on the site.

J. Low, Reid Crowther, was in attendance to answer questions in favour of the passing of Bylaw 12066.

L.1.k.Bylaw 12033 – To Close a Portion of Road Plan 2291 NY and 5229 CL; Located South of 53 Avenue at Donsdale Drive, Donsdale.

PURPOSE

To close a portion of Donsdale Drive. The land will be developed with low density residential through a plan of subdivision.

There were no persons present to speak to the passing of Bylaw 12033.

L.1.l.Bylaw 12075 – To Amend the Land Use Bylaw from DC4 (Special Public Service) District and RF5 (Row Housing) District to DC5 (Site Specific Development Control) District; located south of 118 Avenue and east of 106 Street, Spruce Avenue.

PURPOSE

To facilitate the expansion of a Public Education Services Use (NAIT – Northern Alberta Institute of Technology) with associated private education, recreational, residential and commercial uses.

M. Pankiw was in attendance to answer questions in favour of the passing of Bylaw 12075.

Deputy Mayor D. Thiele asked if there was any objection to Bylaws 12076 and 12077 being dealt with together. No one objected.

L.1.m.Bylaw 12076 – To Amend Bylaw 7044, As Amended, being Yellowhead Corridor Area Structure Plan; Located East and West of 153 Street and South of Yellowhead Trail.

PURPOSE

To allow Casinos and Other Gaming Establishments as a use for the three subject lots.

L.1.n.Bylaw 12077 – To Amend the Land Use Bylaw from GI(General Industrial) District (M.D. of Sturgeon) to DC5 (Site Specific Development Control) District; Located East and West of 153 Street and South of Yellowhead Trail, Gagnon Estates Industrial.

PURPOSE

To allow industrial business uses, as well as Casinos and Other Gaming Establishments, on the site.

Deputy Mayor D. Thiele asked if there was any objection to Bylaws 12083 and 12084 being dealt with together. No one objected.

L.1.o.Bylaw 12083 – To Amend Bylaw 5739, As Amended, being the Edmonton North Area Structure Plan Through an Amendment to the Eaux Claires Neighbourhood Structure Plan.

PURPOSE

To establish the future land use within Special Study Area 2. The amendment area is proposed to include Community Commercial use, Medium Density Residential use, Low Density Residential use and a portion of the adjacent Community Commercial area that will be added to the Special Study Area because of the proposed realignment of the collector roadway. The total size of the amendment area is proposed to be 4.81 ha.

L.1.p.Bylaw 12084 – To Amend the Land Use Bylaw from AG(Agricultural) District and RSL(Residential Small Lot) District to DC5(Site Specific Development Control) District, RSL(Residential Small Lot) District, RF4(SemiDetached Residential) District and CSC(Shopping Centre) District, located east of 95 Street and north of 160 Avenue, Eaux Claires.

PURPOSE

To allow the development of smaller lot, single detached dwellings, semi-detached dwellings, shopping centre commercial uses and the DC5 district is based upon the RA7 (Low Rise Apartment) district, except for the following: 1. The maximum height will be 11 metres or 3 storeys rather than 14 metres or 4 storeys; 2. The following uses will not be allowed: Single Detached Housing; Semi-detached Housing; Duplex Housing; Conversion of Single Detached, Semi-detached or Duplex Housing into Professional Offices; or Secondary Suites where developed within a Single Detached Housing form.

There were no persons present to speak to the passing of Bylaws 12083 and 12084.
